ROLL CALL/CALL TO ORDER
The December 6, 1989 meeting of the Parks and Recreation Board
was called to order by the chairman, Harry Montgomery at 7:02
P.M. in the Edgewater City Hall.
Members present were: Harry Montgomery, Kirk Jones, Lawrence
Lanchoney, Sharon Mooney and Jeff Ridgdill. Also present were
Jack Corder, Parks and Recreation Director and Jennifer Halperin
from the press. Mr. Elly Johnson, City Manager, arrived later.

Mr. Jones moved to approve the

OLD BUSINESS
ProQress Report/Rotary Park and Whistle Stop Park
Mr. Corder stated that the Rotary has begun the concrete work on
the basketball court and hopefully it may be done by Christmas,
and also the concrete block has been laid for the restrooms. He
stated they are also going to get back to work on the pavilion
which had been started some months ago.
Mr. Corder said the Whistle Stop Park playground equipment has
been put up and the playground is completed; also the pavilion is
finished except for adding the picnic tables. He said the
grading has been started for the three new ballfields and bids
are In process for sod and equipment to hopefully get the fields
done by March for the upcoming baseball season. He added that
when the sod comes in he will be looking for volunteers, as there
will be at least 80~000 square feet to be laid. Mr. Ridgdill
suggested some of the High School Clubs may be able to offer
their services~ as well as the baseball and soccer coaches.
Christmas ProQram
Mr. Corder gave the schedule for the Christmas Program beginning
with the Puppet Show at 6:30 P.M. in the Community Center,
followed by Santa's arrival by fire truck at 7:00 and the
lighting of the Christmas tree. The new addition to this year's
program will be the Kindergarten Chorus from the Edgewater
Elementary School who will sing Christmas Carols and afterwards
the kids can visit with Santa Claus.
NEW BUSINESS
Amend By-Laws
Mr. Montgomery asl.:ed if the Board had reviewed the by-Iaws~ and
the secretary stated the only change referred to applications
being reviewed by the City Council now instead of the Screening
Committee which no longer exists. Mr. Lanchoney felt that the
by-laws should state that the Board consists of five (5) members
including the chairman~ and also in Article lX~ (A)~ the words
"or in other designated areas" should be added to the meeting
place of the Board~ which is the Edgewater City Hall. Mr.
Lanchoney moved to approve the by-laws, including these changes.
Mr. Ridgdill seconded the motion and it CARRIED 5-0.

The secretary read the Impact Fee Report and there were no
questions from the Board.
Parks and Recreation Monthly Report
Mr. Corder briefly summed up his monthly reports from October and
November. Included in these reports were the Haunted House,
construction of the playground at Whistle Stop Parl~, bid specs
for the new ballfields, the Boating/Safety Seminar at Menard Park
by G~G Marine, and an organizational meeting for a baseball
clinic.
Mr. Montgomery stated the baseball coaches would like to put on
their own baseball clinic this year, rather than pay another
organization to come in and do it.

There being no further business, Mr. Ridgdill moved to adjourn,
seconded by Mr. Lanchoney. The meeting ended at 7:42 P.M.
