CALL TO ORDER:
Chairman George Cowan called to order the regular meeting of the
Citizens Code Enforcement Board at 7: 00 P. M., Thursday October 17,
1991.
ROLL CALL:
Members present were Chairman George Cowan, Mr. Bennington, Mr.
Munson, Mrs. Strong, Mrs. Borner and Mrs. Cucanich. Also present
were Char lane Runge, Code Enforcement/Safety Director, Beverly A.
Kinney, Code Enforcement officer, Krista Storey, City Attorney,
Mark P. Karet, Director of Planning and Zoning and Tonya Elliott,
Secretary. Mr. Christian was excused.
APPROVAL OF MINUTES:
Mrs. Strong made a motion to approve the minutes of September 19,
1991. Seconded by Mrs. Cucanich. Motion CARRIED 6-0.
Mrs. Cucanich made a motion to approve the minutes of the special
workshop on October 3, 1991. Seconded by Mrs. Borner. Motion
CARRIED 6-0.
Code Enforcement Officer Charlane Runge reported the following
cases withdrawn and signed in compliance:

UNFINISHED BUSINESS:
CASE #91-CC-123 - David Wray - Green plastic, building material and
car parts on side of house. Section 717. Vehicle with no tag.
Section 10-64, 10-66. Code Enforcement Officer Charlane Runge
reported that the vehicle and auto parts had been removed. Ms.
Runge passed four (4) photographs dates September 18, 1991 and one
(1) photograph dated October 17, 1991 to the board. Ms. Runge
recommended a fine of Thirty Dollars ($30.00) a day starting
Tuesday, October 22, 1991 until in compliance.
Mrs. Cucanich made a motion to fine David Wray Thirty Dollars
($30.00) a day starting Tuesday, October 22, 1991 if not in
compliance. Seconded by Mrs. Borner. Motion CARRIED 6-0.
NEW BUSINESS:
CASE #91-CE-142 - Edward & Gary wilk - Grass/weeds in excess of two
(2) feet. Section 10-43. Code Enforcement Officer Charlane Runge
reported Mr. wilk had contacted the office and stated he was out
of state and requested an extension until October 22, 1991. Ms.
Runge recommended a extension be granted and a fine of Twenty-five
($25.00) a day until in compliance starting October 23, 1991.
Mr. Bennnington made a motion to find Edward & Gary Wilk in
violation of section 10-43 and if not in compliance by October 22,
1991 a fine of Twenty-five ($25.00) a day until in compliance
starting October 23, 1991. Seconded by Mrs. Strong. Motion
CARRIED 6-0.
CASE #91-CE-143 - Richard Skeen - Carpet, tires and doors under
carport. section 717.03. Code Enforcement Officer Charlane Runge
reported the Notice of Hearing had not been served and continued
Case #91-CE-143 until the meeting of November 21, 1991.
CASE #91-CE-145 - Greg Moore - Illegal construction sign. Section
3-7(c) (4). No visible house number on property. Section 15-1(b).
Code Enforcement Officer Char lane Runge reported the construction
sign had been removed but as of October 17, 1991 there were no
house numbers on the property. Ms. Runge recommended a fine of
Fifteen Dollars ($15.00) a day until in compliance starting October
22, 1991.

Mrs. Borner made a motion to find Greg Moore in violation of
section 15-1(b) and if no numbers are on the property by October
21, 1991, a fine of Fifteen Dollars ($15.00) a day until in
compliance starting October 22, 1991. Seconded by Mr. Munson.
Motion CARRIED 6-0.
CASE # 91-CE-152 - Joseph Tavares - No visible house number on
property. Section 15-1(b). Code Enforcement Officer Charlane
Runge reported this case still in violation and recommended a fine
of Fifteen Dollars ($15.00) a day until in compliance starting on
October 22, 1991.
Mrs. Cucanich made a motion to find Mr. Tavares in violation of
Section 15-1(b) and a of fine Fifteen ($15.00) a day until in
compliance starting October 22, 1991. Seconded by Mrs. Borner.
Motion CARRIED 6-0.
DISCUSSION ITEMS:
Ms. Storey said a sample motion sheet would be prepared for the
board members.
CODE ENFORCEMENT COMMENTS:
Code Enforcement Officer Beverly A. Kinney gave the Code
Enforcement statistics for the month of September 1991.
ADJOURNMENT:
There being no further business to come before the board, a motion
was made and accepted to adjourn. The meeting adjouned at 7:40
P.M.
