CALL TO ORDER: Chairman George Cowan called to order the regular meeting of the Citizens Code Enforcement Board at 7:00 P. M., Thursday, August 1 5 , 1991. ROLL CALL: Members present were Chairman George Cowan, Mrs. Borner, Mr. Lange, Mrs. Cucanich, Mr. Christian and Mr. Munson. Also, present were Charlane Runge, Code Enforcement/Safety Director, Beverly A. Kinney, Code Enforcement Officer and Tonya Elliott, Secretary. Mrs. Strong was excused. Chairman George Cowan introduced Mr. Munson as the new member to the board. APPROVAL OF MINUTES: Mrs. Cucanich made a motion to approve the minutes of July 18, 1991. Seconded by Mr. Christian. Motion CARRIED 5-0. Mr. Munson did not vote. UNFINISHED BUSINESS: CASE #91-CC-087 - Ronnie Hobbs - Weeds in excess of two (2) feet, plywood and other items against side of house. Sections 10-43 & 717. Ms. Kinney reported that the grass had been cut, but the other items had not been removed. Ms. Kinney recommended that a work order be sent to the City Clerks Office requesting Public Works to remove the items and a lien be placed on the property. Ms. Kinney also recommended a Twenty-fiv~ Dollar ($25.00) fine for the violation. Mr. Lange made a motion to fine Ronnie Hobbs Twenty-five ($25.00) for the violation and the cost to have Public Works remove the items and place a lien with the County of Volusia for the fine and Public Works charge. Seconded by Mr. Christian. Motion CARRIED 6-0. CASE #91-CC-089 - John Keller - Inoperable V. W. Bus. Section 10-66. Ms. Kinney reported the tires were flat on the vehicle and it has not moved in over 30 days. Mr. Keller stated he had put air in the tires and that the V. W. Bus needs a battery. Ms. Kinney recommended a fine of Twenty-five Dollars for the o 0 Citizens Code Enforcement Board August 15, 1991 page -2- violation and either remove the vehicle or put it in operating condition. There was a brief discussion between the Board and Mr. Keller. Mrs. Borner made a motion to fine for the violation and either have removed from the property in Cucanich. Motion CARRIED 6-0. NEW BUSINESS: Mr. Keller Twenty-five (525.00) the V. W. Bus operating or Ten (10) days. Seconded by Mrs. Cucanich. Motion CARRIED 6-0. CASE #91-CC-099 - M & J Roberts Discarded building material, trash bags, saw horses, refrigerator with no door and other trash. Grass/Weeds in excess of two (2) feet. Sections 717 & 10-43. Ms. Runge passed photos to the board dated July 13, 1991 and reported there has been no change since the citation was issued. Ms. Runge recommended a Fifty Dollar ($50.00) fine for the violation and Fifty Dollars ($50.00) a day until in compliance. Mrs. Cucanich made a motion to fine M & J Dollars ($100.00) for the violation and Fifty day until in compliance upon receipt of Conclusions of Law and Order. Seconded by Mr. CARRIED 6-0. Roberts One Hundred Dollars ($50.00) a Findings of Facts Christian. Motion CASE #91-CC-I0l - Thomas Foster - Discarded truck topper, auto parts, generator and building material by garage. Section 717. Ms. Runge reported that Mr. Foster was in the process of putting up a fence and recommended a flat fine of Twenty-five Dollars ($25.00) for the violation. Mr. Foster stated that Polly Foster was the property owner and not him. Mr. Christian made a meeting of September Seconded by Mr. Munson. NO. motion to hold case #91-CC-101 until the 19, 1991 for further investigation. Motion CARRIED 5-1. Mrs. Cucanich voted CASE #91-CC-I08 United Co. Finance Corp. - Grass/Weeds in excess of two (2) feet. Discarded cardboard box, old furniture and building material in front yard. Section 10-43 & 717. Ms. Runge reported the discarded items had been removed, however the grass had not been cut. Ms. Runge recommended a fine of Twenty- five Dollars for the violation and Twenty-Five Dollars a day until the grass is cut. Mrs. Cucanich made a motion to fine United Co. Finance Corp. Twenty-five Dollars ($25.00) for the violation and Twenty-five ($25.00) a day until in compliance upon receipt of Findings of Fact Conclusions of Law and Order. Seconded by Mrs. Borner. Motion CARRIED 6-0. Chairman George Cowan recognized case #91-CC-I06 Michael Vecchi- large pile of doors and building material at rear of property. Mr. Vecchi stated he leases the property that was cited and requested that the tenant be notified. CASE #91-CC-117 - Edward J. Sahey - Discarded tires, wooden spool and other various items. Section 717. Ms. Kinney reported that 'no contact has been made with the owner since the citation was issued. Ms. Kinney stated the tires had been removed and passed photos to the board. There was a brief discussion with the board. Mrs. Borner made a motion to fine Edward J. Sahey Fifty Dollars ($50.00) for the violation and Twenty-five Dollars ($25.00) a day until in compliance upon receipt of Findings of Fact Conclusions of Law and Order. Seconded by Mr. Lange. Motion CARRIED 6-0. DISCUSSION ITEMS: Mrs. Cucanich requested a letter Attorney inviting her presence at Board meetings. Mrs. Cucanich also having an alternate board member. be sent to the new City the Citizens Code Enforcement requested the possibility of Code Enforcement Officer Beverly A. Ridgewood Ave. Weeds in excess of tow (2) feet. 409 Alice Street Weeds in excess of two (2) feet. 1722 Edgewater Drive Weeds in excess of two (2) feet and discarded television frame. 2315 Guava Drive Weeds in excess of two (2) feet. vacant lot between W Knapp & W Yelka Terr. Weeds in excess of two (2) feet. North West Corner of 442 & Royal Palm Dr. Weeds in excess of two (2) feet and dead vegetation. 2753 Fern Palm Dr. Weeds in excess of two (2) feet and discarded pallets in driveway. Chairman George Pine Tree Drive. Cowan recognized Mrs. Anderson Mrs. William Anderson of 1730 stated she had been cited for . .
