02-21-1991 (,) (J Or.~ '-> C>--\ ,} i CITY OF EDGEWATER CITIZENS CODE ENFORCEMENT REGULAR MEETING FEBRUARY 21, 1991 COMMUNITY CENTER, CITY 7:00 P.M. CALL TO ORDER: BOARD HALL Chairwoman, Maureen Borner called to order the regular meeting of the Citizens Code Enforcement Board at 7:00 p.m., Thursday, February 21, 1991. ROLL CALL: Members present were Mr. Lange, Mr. Cowan, Mrs. Cucanich, Mrs. Strong and Chairwoman Borner. Mr. Kozlowski and Mr. Christian were excused. Also present were Char lane Runge, Code Enforcement/Safety Director, Mark Karet, Director of Planning and Zoning and Sondra Meager-Pengov, Secretary. APPROVAL OF MINUTES: Mrs. Cucanich made a motion to approve the minutes of January 17, 1991. Seconded by Mr. Cowan. Motion CARRIED 4-0. Mrs. Strong abstained as she was excused from the January meeting. UNFINISHED BUSINESS: Case #90-CC-109 - Volusia Tire Service was reported by Ms. Runge as being in complaince on January 30, 1991. The truck has been removed from the property. NEW BUSINESS: Code Enforcement Officer, Charlane Runge reported the following cases to be in compliance: Case #91-CC-003 Case #91-CC-004 Case #91-CC-005 Case #91-CC-006 Case #91-CC-007 Case #91-CC-008 Case #91-CC-009 Case #91-CC-010 Case #91-CC-011 Case #91-CC-012 Case #91-CC-016 Case #91-CC-017 Case #91-CC-018 Case #91-CC-019 Dewight F. Newell Thomas Kane Thomas Kane John Maloughney Larry Gross William Lambrecht Richard Skeen Gail Cook T. J. Jones Jack L. Dillard Troian c/o Miller/Pfon Robert Trevarthen Robert Trevarthen Darrell L. Jacobs A motion was made by Mrs. Strong and seconded by Mrs. Cucanich to accept the Code Enforcement Officer's in compliance violations. Motion CARRIED 5-0. Case #91-CC-013 - Robert or Wendy Stanton - Semi tractor trailer parked on a residentially zoned area. (Repeat Violation) Section 712.00. Ms. Runge reported seeing the Stanton's semi tractor trailer at their residence at 3304 Pine Tree Drive. Ms. Runge spoke to Mr. Stanton and he told her he needed two (2) hours to unload furniture. Ms. Runge reported the semi tractor trailer was still there at 4:20 p.m. a total of three hours and ten minutes. Ms. Runge informed the board that this was a repeat violation and gave the case history. Ms. Runge told the board she does not time, but if the violation is repeated, fifty dollars ($50.00) per day. recommend a fine at this she recommends a fine of Page -2- .C i t i zens February ~ u Code Enforcement Board 21, 1991 Upon being sworn in, Atty. William Hathaway, Mrs. Stanton, stated Mr. Stanton would admit at his residence unloading furniture. pictures of furniture in the house. Stanton did not understand the two mentioned Mr. Stanton does have a residential area in which to park/store on behalf of Mr. and that he was in fact Mr. Hathaway passed Mr. Hathaway said Mr. hour warning. He also place outside of the his semi tractor trailer. Mrs. Cucanich made a motion to dismiss the case, seconded by Mrs. Strong. Motion CARRIED 5-0. Mr. Karet, Director of Planning violations to the board. and Zoning explained repeat Members of the board also inquired about the "new" citations that had been developed. Mr. Karet explained they are not used as they had become too expensive for the City (filing fees and sheriff's personal service fee). Case #91-CC-015 David Wiley - Tires and assorted trash left on property. Section 717.00. Ms. Runge reviewed the case for the board explaining the violation still exists and passed pictures of the violation to the board. Ms. Runge made a recommendation to the board to extend the compliance time three (3) days, if after that time the violation still exists a fine of one hundred dollars ($100.00) per day will be imposed. On Ms. Runge's recommendation, Mrs. Cucanich made a motion to extend the compliance time three (3) days, if after that time the violation still exists a fine of one hundred dollar ($100.00) per day will be imposed. Seconded by Mrs. Strong. Motion CARRIED 5- o. Case #91-CC-014 Carpenter Court Realty Corp. was inadvertently left out of the in compliance list of violations. Ms. Runge reported this case was also found to be in compliance. Mr. Lange made a motion to accept the case in compliance. Seconded by Mrs. Strong. Motion CARRIED 5-0. DISCUSSION ITEMS: Nothing to report at this time. ADJOURNMENT: There being no further business to come before the Board a motion was made and accepted to adjourn.
