MINUTES
'!he meeting of the Citizen Code Enforcement Board was called to order by the Chairman,
Mary Ciccarello, at 7:00 p.m. in the Conference Room of the City Hall.
ROLL CALL
Members present were: Janice M:G1e:} Ella Ledger-Aclle, Maureen Bomer, Paul
Biggerstaff and Mary Ciccarello. Delores CUcanich was excused and Phil Williams
was absent.
APPROVAL OF MINUTES
'Ihe Chairman called for approval of the minutes of the meeting of O::tober 27,
1988 and Mrs. AcHe moved the minutes be accepted, seconded by Mrs. Bomer. M::>tion
CARRIED 5-0.
Mrs. Ciccarello announced the Board would go to Unfinished Business.
FRANK MORRIS - 88-CC-41. Violation of Sections 717 and 603. Mrs. Ciccarello stated
Mr. Morris is now in cempliance. Mr. DiLeva displayed pictures taken this day of
the J'.brris property and said Mrs. Garrity had sent a letter of cempliance to Mr.
M::>rris.
NEW BUSINESS
Mrs. Ciccarello announced under New Business 'KM FOSTER, 88-CC-43 was in Compliance
at 1901 Travelers Palm as to No Tag and assorted junk in the yard. Next case was: MAZIN
SALEN, 88-CC-44, Alleged violation, grass in excess of two (2) feet. Mr. DiLeva
stated he had a request of the Board in this case. He explained this property is one
complete block. Live Oak, between Knapp and Yelka Terrace, the owner living in the
State of California. Mr. DiLeva asked if the Board could agree having the grass cut
by the City and sending a bill to the owner, rather than issue a SUbpoena to the owner
out of state. Mrs. AcHe moved a letter be sent to the City, requesting the grass be
cut by the City and a bill sent to the owner. 'Ihe motion was seconded by Mrs. Bomer
and CARRIED 5-0. 'Ihe next case was:
CAROL KRISANOVICH, 88-CC-45, Alleged violation, trash around heme, old couch, etc.,
at 1702 High Street. Mr. DiLeva spoke on this case, saying this was a violation of
Section 717.0 and Mrs. Krisanovich had never picked up her certified mail sent in
July and now a certified mail sent in November. He said this is a second citation
for the same violation and there is a new ruling as to citing semeone twice for the
same violation, allowing the person, rather than to be going through another subpoena,
to be fined, as the new rule permits. Mr. DiLeva then suggested the Board should
exercise their right to fine this person and he suggested giving Mrs. Krisanovich
another ten (10) days, but after the tenth day, a fine of $10.00 per day to be imposed.
After discussing this problem, Mrs. McGhee moved Mrs. Krisanovich be given another
ten (10) days to clear the violatin; otherwise, the ten ($10.00) dollar per day fine
will start November 29, 1988. Motion seconded by Mrs. Adle and CARRIED 5-0.
Discussion continued regarding procedures to be taken if trash, etc. has not been
removed after the ten (10) day notice; whether the Board should ask" the-City-Attorney
to look into this. Mr. DiLeva infonned the Board we are not to do this but should go
directly to Mr. Powers, the City Manager. Discussion continued on this subject but no
vote was taken. Mrs. Ciccarello then announced due to the holidays, the Board
would not hold a December meeting.
'Ihere being no fruther business before the Board, Mrs. Adle moved the meeting adjourn,
seconded by Mrs. Bomer. '!he meeting then adjourned at 7: 27 .
