MINUTES
The meeting of the Citizen Code Enforcement Board of the City of
Edgewater was called to order by the Chairman, Mary Ciccarello,
at 7:00 p.m.
ROLL CALL
Members present were: Lois Kane, Mary Ciccarello, Delores Cucanich,
Paul Biggerstaff, Phil Williams, Ella Adle and Janice McGhee. Also
present were Pat DiLeva, Assistant Code Enforcement Officer, and
Dorothy Garrity, Secretary.
APPROVAL OF MINUTES
Mrs. Kane Moved the minutes of July 30th, 1987 be approved, seconded
by Mrs. Cucanich. Motion CARRIED 4-3, Mr. Biggerstaff, Mr. Williams
and Mrs. Adle voting NO, due to their absence at said meeting. Mrs.
Adle then moved the minutes of August 27, 1987 be approved, seconded
by Mrs. Cucanich. Motion CARRIED 4~3, Mrs. Kane, Mr. Biggerstaff and
Mr. Williams voting NO, due to their absence at said meeting.
Mrs. Ciccarello presented an opening statement outlining the procedures
of the Board and introduced the members of the Board and the Secretary.
OLD BUSINESS
87-CC-45 - PERRY DAVID, Sec. 640 - No Tag, Red Chevy, 2318 Fern Palm.
Mrs. Ciccarello stated this case was now in compliance.
87-CC-48 - ELBERS, HENRY, Secs. 101.6 and 103.2 - Unsafe Building, 308
West Ocean Avenue. Mrs..Ciccarello announced this case was now in
compliance, but Mr. DiLeva stated no, it has progressed but is still not
in compliance. After discussion, Mrs. Cucanich moved this case be TABLED
until the next meeting, seconded by Mrs. McGhee. Motion CARRIED 7-0.
87-CC-49 - WALFENZAO, SARAH, Sec. 10-44 - High Grass, Twelve Lots, Live
Oak and Palmetto. Mr. DiLeva explained this is the lady who lives in
Belgium; he had written to her explaining the grass would be cut by the
City and a bill forwarded to her. The bill was forwarded and Mrs.
Walfenzao has paid said bill and is now in compliance.
NEW BUSINESS
87-CC-53 - SMITH, MR., Sec. 604- No Tag, Two Door Maroon Plymouth - 129
Silver Circle. Mr. DiLeva swore in the respondent and explained Mr.
Smith had three or four cars without tags but has taken care of all but
one, which is still untagged. Mr. Smith stated he now has a tag, he has
the receipt, but has not placed it on his car. After discussion, as to
why Mr. Smith had not placed the sticker on the car, Mr. Williams moved
the tag be placed on the car by tomorrow or a fine of $25.00 will be
in effect until the tag is placed on the car. Motion was seconded by
Mrs. Kane and CARRIED 7-0.
87-CC-54 - KIPP, ROBERT, Sec. 604 - No Tag, Lt. Green Ford Van - 1211
Willow Oak. Mr. DiLeva swore in the Respondent and explained Mr. Kipp
had contacted Mr~ DiLeva, explaining he did not have a tag at that time
and would immediately put the car in the driveway. Mr. DiLeva then
stated he told Mr~ Kipp he still had to have a tag. Mr. Kipp then stated
he would put the car in the garage, that he was not aware of the lav~. Mr.
DiLeva added Mr. Kipp had been very cooperative. Mrs. McGhee then moved
- Mr. Kipp be given until Monday, November 2nd, to put the car in the
garage, seconded by Mr. Biggerstaff. Motion CARRIED 7-0.

87-CC-55 - BRUMMER, SUZANNA, Sec. 10-44 - High Grass, 308
Cherrywood Lane. Mr. DiLeva stated Mrs. Brummer has medical
problems and is also being evicted from the house, which has
been taken over by the bank. Mr. DiLeva said he had spoken
with the man from the bank and the bank had the grass cut just
this day. Mr. DiLeva continued that Mrs. Brummer, however, ~as
piled all her trash out front which could cause more complaints.
The bank again informed Mr. DiLeva they will take care of the
trash. Mr. DiLeva added Mrs. Brummer is really in compliance
~ith the .'original charge of Sec. 10-44, high grass, which has
been taken care of.
MISCELLANEOUS
Resolution 87-R-41. Mrs. Ciccarello. read this resolution to the
Board, dealing with procedures for Board appointments, which was
adopted by Council on September 21, 1987.
Mrs. Ciccarello also read a memo concerning a tape on "Parliamentary
procedure" which can be obtained from Mr. David Garrett and there
is also available a tape on "VersatileVolusia County", which the
members may view if they so desire.
ADJOURNMENT
There being no further business, Mrs. Adle moved.the meeting be
adjourned, but before this was called for a second, a Mr. Monsano,
owner.of the Edgewater Garage, stated he has had problems with his
neighbor con~ning an eight to. ten foot high poison ivy vine which
he has discussed with Mr. DiLeva and nothing has ever been done.
Mr. DiLeva stated he had his boss, Mr. Fischer, accompany him and
look over the property and Mr. Fischer stated there was no cause
for complaint. Mrs. Ciccarello. then explained to Mr. Monsano that
he must go.and see Mr. Fischer and bring a.formal complaint which
can be brought before the Board. Mr. DiLeva said.he would bring
Mr. Fischer down the next day. Mrs. Ciccarello then announced the
motion for adjournment had not been seconded., and Mrs. McGhee
seconded the motion. The meeting was then adjourned at 7:30 p.m.
