MINUTES
The Citizens Code Enforcement Board meeting was called to order
by the Chairman, Mrs. Ciccarello, at 7:00 p.m. in City Hall.
ROLL CALL
Members present were: Lois Kane, Mary Ciccarello, Delores Cucanich,
Paul Biggerstaff. Mr. Williams was excused. Mrs. ~loses and Mr.
Davis had resigned. Also present were: Dennis Fischer, Building
Official/Code Enforcement Officer; David Jones, Fire Safety Inspector/
Assistant Code Enforcement Officer; Pat Di Leva, Safety Official/
Assistant Code Enforcement Officer; Dorothy C. Garrity, Secretary
to the Board.
APPROVAL OF MINUTES
Mrs. Ciccarello asked if there were any additions or corrections to
the minutes of July 9, 1987 and the secretary stated she had
inadvertently omitted Mrs. Kane's name from the roll call at the
last meeting. Mr. Biggerstaff then moved the minutes be accepted
if Mrs. Kane's name is added to the roll call, seconded by Mrs.
Cucanich. Motion CARRIED 4-0.
Mrs. Ciccarello then turned to OLD BUSINESS..- 86-CC-47, FRANK MORRIS,'
Accumulation of Trash. Mr. Morris, Mr. Fischer and Mr. Jones were
then sworn in by Mr. Di Leva and Mrs. Ciccarello called upon Mr.
Fischer, who was handling this case. Mr. Fischer recalled for':the
Board the circumstances of Mr. Morris's case to date, referring to
the Board's ruling at last month's meeting where it was moved and
seconded that Mr. Morris be given until July 30th to bring his property
into compliance; if not done by that date, a fine of Fifty ($50.00)
Dollars per day would be enforced until the property is brought into
compliance. Mr. Fischer stated that since that time he had monitored
Mr. Morris's property and stated Mr. Morris has done a tremendous
amount of work in removing the trash and debris; that he had hired
two complete two-ton trucks from the City, along with an end loader
resulting in quite a bit of the material being picked up and taken
to the incinerator. He continued stating there is still a small
accumulation of debris remaining in the backyard at this time and
that Mr. Morris has picked up a garage sale permit and some of the
accumulation looks as though it is ready for sale. Mr. Fischer then
passed around pictures of the remaining debris taken at 4:00 p.m.
this day. After further discussion as to what is remaining and what
is going to the garage sale, Mrs. Kane moved Mr. Morris be given until
August l~th to bring this property into compliance without a fine;
if not in compliance by that time, the original fine of Fifty Dollars
per day will prevail, seconded by Mr. Biggerstaff. Motion CARRIED 4-0.
87-CC-26 - ROY JEFFRIES - Failure to obtain Two Licenses. Mrs. Ciccarello
informed the Board that Mr. and Mrs. Jeffries had asked for a continuance
until next meeting, as they had to be out of town this week. After
discussion, Mrs. Cucanich moved the continuance be granted, seconded
by Mrs. Kane. Motion CARRIED 4-0.
87-CC-39 - JOSEPH KOPEC - Emergency Shut Off Switch. Mrs. Ciccarello
called upon Mr. Jones, who is handling this case, and Mr. Jones proceeded
to inform the Board of the fact that he had received a phone call on
July 28th informing him Mr. Kopec had hired someone to make a sign for
him. After conversation back and forth concerning make and color of
signs, Mr. Kopec still stated he had a sign on the inside of the
building; that the sign was alright but it should be on the outside
of the building; that he has ordered a sign. Mrs. Ciccarello asked

when the sign would be ready, and Mr. Kopec answered within the
next ten days or so; that he has received a sign which can not
be used as the paint bled into it and it is now pink with white,
not red with white. Mrs. Ciccarello then asked Mr. Kopec if he
could put that sign in the window until the new sign is ready and
Mr. Kopec said yes, the sign will be seen tomorrow. The Board
discussed this case and Mrs. Cucanich moved the sign be put up
tomorrow and if not, a fine of Twenty Five ($25.00) per day will
be enforced. The motion was seconded by Mrs. Kane and CARRIED
4-0.
87-CC-42, KATE COLTTE, No Tag - 2 Dr. Red Mazda, and 87-CC-43,
BOBBY DAY - No Tag - 2 Door Yellow Ford. Mr. Di Leva informed
the Board both of these cases have come into compliance.
MISCELLANEOUS. Resignation of JON DAVIS and recommendation of new
member to the Board. Mrs. Ciccarello also informed the Board
MRS. ROBERTA MOSES had also resigned, copies of the resignation
having been passed around this evening. The Board then turned to
the three applicants for membership on the Board~ and the Board
agreed to present Janice McGhee and Ella M. Ledger-Adle to the
Mayor and Council for their approval.
There being no further business before the Board, Mrs. Cucanich
moved the meeting be adjourned, seconded by Mrs. Kane. The
meeting then adjourned at 7:32 p.m.
