2026-R-19 - Volusia ECHO Grant Program Application for the new Edgewater Boat Ramps, Trailhead, & ARESOLUTION NO. 2026-R-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR, ENTER INTO, AND EXECUTE GRANT DOCUMENTS ASSOCIATED WITH THE VOLUSIA ECHO GRANT PROGRAM FOR THE NEW EDGEWATER BOAT RAMPS, TRAILHEAD & AMENITIES PROJECT — PHASE 2; PROVIDING FOR PROJECT FUNDING AND MATCH REQUIREMENTS; REPEALING RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY AND APPLICABILITY; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City of Edgewater Parks & Recreation Department has identified the need for the construction of the new Edgewater Boat Ramps, Trailhead & Amenities Project to enhance recreational access and waterfront amenities for residents and visitors; and WHEREAS, the City of Edgewater has applied for grant funding through the Volusia ECHO Grant Program for Phase 2 construction funding associated with the New Edgewater Boat Ramps, Trailhead & Amenities Project; and WHEREAS, the Volusia ECHO Grant Program provides grant funds to finance acquisition, restoration, construction, and improvement of environmental, cultural, historical, and outdoor recreational projects throughout Volusia County; and WHEREAS, the total estimated cost for Phase 2 of the New Edgewater Boat Ramps, Trailhead & Amenities Project is approximately Five Million Dollars ($5,000,000.00), with requested grant funding in the amount of Two Million Five Hundred Thousand Dollars ($2,500,000.00); and WHEREAS, the City proposes to provide the required local match ($2,500,000.00), including available land match and remaining unencumbered cash Resolution 2026-R-19 1 match funding to be determined and submitted to City Council for approval; and WHEREAS, Phase 1 of the Project, including design and permitting activities, is currently underway, and Phase 2 will include construction of public waterfront access improvements, including boat ramps, trailheads, parking, infrastructure, shoreline stabilization, lighting, sidewalks, and related recreational amenities; and WHEREAS, the City Council finds that participation in the Volusia ECHO Grant Program and completion of the Project serve a valid public purpose and are in the best interests of the citizens of the City of Edgewater. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater, Florida: Section 1. Ratification of Recitals. The foregoing recitals are hereby ratified and confirmed as true and correct and are hereby incorporated herein as part of this Resolution. Section 2. Authorization. The City Manager is hereby authorized to apply for, execute, and deliver all grant applications, agreements, amendments, certifications, and related documents necessary to obtain funding through the Volusia ECHO Grant Program for the New Edgewater Boat Ramps, Trailhead & Amenities Project — Phase 2. Section 3. Matching Funds. The City Council acknowledges the requirement for local matching funds ($2,500,000.00) associated with the grant and authorizes the identification and commitment of eligible matching funds, including available land match and remaining unencumbered cash match funding, subject to future Council approval where required by law. Section 4. Conflict. If any resolutions, or parts of resolutions, are in conflict herewith, this Resolution shall control to the extent of the conflicting provisions. Section 5. Severability. The provisions of this Resolution are intended to be severable.
