12-30-1982 " .,....", o o CITY OF EDGEWATER Citizen Code Enforcement Board December 30, 1982 Minutes Chairman Mason called the meeting to order at 7:00 p.m. ln the conference area of the Community Center. ROLL CALL Members present: Mrs. Mason, Mrs. Kane, Messrs. Prater, Hamel, Williams and Whittet. Excused: Mr. Holahan. Also present: Mrs. Susan Wadsworth, Deputy City Clerk, Mrs. Taylor, Secretary, and one member of the press. Mr. Whittet was sworn in by Mrs. Wadsworth, Deputy City Clerk. APPROVAL OF MINUTES Moved by Mr. Hamel and seconded by Mrs. Kane to approve the September 30, 1982 minutes as submitted. The motion CARRIED 5-0. Mr. Whittet did not vote as he was not present at the September 30 meeting. Moved by Mr. Hamel and seconded by Mr~. Kane to make a notation in these minutes that there was a lack of a quorum for approval of the August 26, 1982 minutes. The motion CARRIED 5-0. NEW BUSINESS Cas~ N6. 81"-cC-22 - Hermosa Palms Condominiums - Removal of construction trailers - Sec. 18-2 It was noted that Hermosa Palms was in compliance in that they have removed the construction trailers, but there were steps and considerable debris left on the property. A motion was made by Mr. Hamel and seconded by Mr. Whittet, to incorporate in the letter of compliance a request that Hermosa Palms remove the steps and other building and allied material. The motion CARRIED 6-0. Case No. 82-CC-23 - Robert E. & Norma Fuller - Permitting brush and grass in heights exceeding code restrictions Mrs. Wadsworth advised the members that she had viewed the property on the day of the meeting and could see only a small attempt at clearing the pro- perty. Officer Rickelman had also looked at the property and reported that it was still in non-compliance. Mr. Prater advised that he had looked the property over and believed that it was cleared about as well as it could be because of the terrain. Mr. Robert Fuller, owner of the site, was present and explained that he continues to mow the weeds, but cannot go down to the bank of the lake; he considered the land a wildlife preserve. Mr. Fuller said he would be agree- able to removing the plywood which had blown onto his property and would make an effort to clear it. He advised that he has owned the property for 32 years. Moved by Mr. Hamel and seconded by Mr. Prater to give Mr. Fuller 30 days to do the clearing suggested, and to give the Board members the time needed to look over the property. The motion CARRIED 6-0. MISCELLANEOUS Mrs. Wadsworth explained the procedure followed when a lot complaint is received, citing Section 7A of the Charter. She noted that the Code Enforcement Board provided another step by which pressure could be applied to the property owner to get compliance. The last step is for the City Attorney to file a lien against the property for the cost involved in clearing. .' o (.) .. .. ;' A general discussion was held concerning appointments to the Board to fill vacancies. .,.
