Citizen Code Enforcement Board Public Hearing
and Regular Meeting Minutes
May 27, 1982, 7:00 p.m.
Chairman Prater called the Public Hearing to order at 7:09 p.m. in the
conference area of the Community Center.
Mrs. Shirley Mason and Mrs. Lois Kane were sworn in as 3-year members by
City Attorney Henderson.

Members present: Messrs. Prater, Hamel, Williams, Holahan, Mrs. Kane,
Mrs. Mason. Excused: Mr. Ed Hall. Also present: Chief Baugh, Mr.
Henderson, City Attorney~ Mrs. Taylor9 Secretary.
Public Hearing
Case 82-CC-ll - Sheila Lloyd, 2719 Yule Tree Drive, ~e: Ordinance 604,
Section 712
Chief Baugh was sworn in by the secretary. He noted that the two vans
on the property appeared to be used for storage and passed around a
picture showing the vans and debris between them. Chief Baugh said that
Mrs. Lloyd had indicated to him that she would be at the hearing, but she
did not show up. After some discussion of the legality of serving Mrs.
Lloyd only, the following action was taken.
Moved by Mr. Holahan, seconded by Mrs. Kane, and UNANIMOUSLY CARRIED,
to give Mr. and Mrs. Lloyd notice to comply within 7 days from receipt
of the notice. If they are not in compliance after 7 days, a $25.00 per
day fine will be imposed.
The Public Hearing was closed at 7:32 p.m. and the regular meeting was
called to order.
At 7:34 p.m. Mr. Lloyd arrived, stating that he thought the meeting was
scheduled for 7:30 p.m. He apologized for being late.
Moved by Mr. Holahan, seconded by Mrs. Mason, and CARRIED, by a 4-2 vote,
to reopen the Sheila Lloyd case, No. 82-CC-ll, for further hearing.
Mr. Lloyd was sworn in by the secretary. Chief Baugh explained to Mr. Lloyd
what had taken place before he arrived at the hearing. Mr. Lloyd said he
was using the one van for storage of motorcycles which he kept for spare
parts for use in his motorcycle rental business. The other van was used
solely for spare parts, most of which had been removed. The vans had
been stored in his yard approximately two years. Mr. Hamel suggested
Mr. Lloyd should reorganize his garage to make space for storage of the
usable parts. Mr. Lloyd agreed that he could have the vans removed from his
property in 30 days.

The Public Hearing was closed at 8:04 p.m., and the Regular Meeting was
called to order.

approve the minutes of April 29, 1982, as submitted.

OLD BUSINESS
Case 82-CC-3 - Jack Sparks, 2716 Mango Tree, Re: Section 7-325
Mr. Holahan told the members that he had been to the Sparks property just
a few days previous to the meeting and asked permission to take pictures
of the fence. After reviewing the photos it was decided that the fence
could be considered to be in compliance, if Mr. Sparks would fasten the
loose end of the fence to the house.
It was noted that the letter to the City Manager dated May 4, 1982,
recommending the Council look into the possibility of adopting a Swimming
Pool Code had not yet gone to Council.
Moved by Mr. Hamel, seconded by Mrs. Kane, and UNANIMOUSLY CARRIED to send
a letter of compliance to Mr. Sparks and close Case 82-CC-3.

NEW BUSINESS
City Attorney Clay Henderson was present to review the new ordinance with
regard to the Code Enforcement. He stated that the ordinance, No. 45, is
basically a restatement of the present ordinance, except for the changes
which take place in the State law. The members were given a copy of the
new ordinance and Mr. Henderson noted the changes. If approved by Council
the new ordinance will become effective July 1, at \'/hich time a new member
will need to be appointed to the Board.
The meeting was adjourned at 8:42 p.m.
