AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, AMENDING CHAPTER 13,
PERSONNEL, SECTION 13-22 (c) "DUTIES AND
FUNCTIONS OF THE MERIT BOARD" OF THE CODE OF
ORDINANCES OF THE CITY OF EDGEWATER, FLORIDA,
BY AMENDING THE FUNCTIONS AND DUTIES OF THE
MERIT BOARD OF THE CITY OF EDGEWATER, FLORIDA;
CONTAINING A REPEALER PROVISION, A
SEVERABILITY CLAUSE AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, at a special meeting of the Merit Board held on the
26th day of July, 1989, recommendations were made to amend Section
13.22 (c) of the Code of Ordinances of the City of Edgewater,
Florida, and
WHEREAS, at a regular scheduled meeting of the City Council
of the City of Edgewater, held on the 18th day of September, 1989,
the Council considered these recommendations and directed the City
Attorney to prepare an ordinance on the subject.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
EDGEWATER, FLORIDA:
SECTION 1: That Chapter 13, Personnel, Section 13-22 (c) of
the Code of Ordinances of the City of Edgewater, Florida, be
amended as follows:*
CHAPTER 13
PERSONNEL
Section 13-22. Organization for personnel administration.
(c) Duties and functions of the Merit Board. The merit board
of the city shall have the following functions and duties:
(1) Be responsible for the effective administration and
technical direction of the merit system personnel program.
To assist in the effective administration and technical
direction of the merit system personnel program.
( 2 ) At least annually recommend rules and regulations and
revisions and amendments thereto of the personnel program for the
consideration of the city council city manager.
*Deleted language has been lined through and new language
underscored.
(3) Review and recommend a position classification plan for
all merit system employees for the consideration of the -s-ity-
-6euneil city manager, and install and maintain such a plan, as
approved.
(6) Advise the city manager on all matters of
personnel policy.
SECTION 2: That all ordinances or parts of ordinances and
all resolutions in conflict herewith be and the same are hereby
repealed.
SECTION 3: If any section, part of a section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
SECTION 4: This Ordinance shall take effect immediately upon
its adoption by the City Council of the City of Edgewater, Florida
and approval as provided by law.

of the City Council of the City of Edgewater, Florida, and approval
as provided by law, at a Regular meeting of said Council held
on the end day of October , 1989.
The second reading of this Ordinance to be at a Regular
meeting of the City Council of the City of Edgewater, Florida, to
be held on the 16 day of October , 1989.
