PLANNING COMMISSION WORKSHOP
July 12, 1983
Minutes
Chairman Bennington called the Workshop to order at 9:25 P.M., in
City Hall.
CALL TO ORDER/ROLL CALL
Members present: Messrs. Bennington, Opal, Chenoweth and Quaggin.
Also present: secretary, Susan Mista.
Chairman Bennington advised that this workshop was called concerning
the FEC hearing tomorrow night, July 13, 1983. He stated he has
talked to Mr. Mynchenberg, the engineer for the railroad, and he will
be present to answer any questions concerning this proposed Plat Plan.
Concerning the letter received from Mosquito Control, Chairman Benning-
ton stated that the plans show a 10' easement on either side in regards
to the drainage canal, that they generally work with a 20' easement
on one side and Mr. Mynchenberg said there would be no problem with
that, that it could be done all to one side. Concerning an entrance
on 10th Street, Chairman Bennington stated that he got the impression
from Mr. Mynchenberg that if the City builds the bridge, they will
put an entrance in there if permission could be granted from New Smyrna.
They show a proposed future emergency fire exit around Flagler with
the ditch creating a problem there also.
Chairman Bennington said they will be asking at this time for site
plan approval for the whole project, but they only want to build Phase
I, which is 17 front lots. The whole park shows only one entrance,
that being on Park Avenue. Between 10th Street and the FEC property
is a drainage ditch which will require a bridge and it is Mr. Benning-
ton's opinion that they do not want to incur the expense of the bridge.
It is possible that New Smyrna will not even allow it.
Mr. Chenoweth asked how long a period of time would it be before it
is approved. Chairman Bennington advised it would be months.
Chairman Bennington stated they had preliminary approval once and their
time period lapsed. He said there weren't any major changes in these
plans. They are only asking for a variance regarding the sidewalks.
Each lot is several acres in size. As each lot is sold, they will
have to come back to the Planning Commission for site plan approval.
FEC will layout the subdivision, putting in the water, sewage, fire
hydrants, street lights, street signs, pave the streets, etc., and
the parcels will be sold to industrial businesses.
There being no further discussion concerning this matter, Mr. Chenoweth
made a motion to adjourn, seconded by Mr. Opal. Motion CARRIED 4-0.
