ZONING COMMISSION MEETING
April 11, 1983
Minutes
Chairman Siciliano called the meeting to order at 7:00 p.m. in the conference
area of the Community Center.
ROLL CALL
Members present: Messrs. Siciliano, Stewart, Cochran, Wheeler, Landry and
Sadowski. Also present: Mrs. Taylor, Secretary, and one member of the
press.
APPROVAL OF MINUTES
Moved by Mr. Cochran and seconded by Mr. Wheeler to approve the minutes of
the March 28th meeting as submitted. The motion CARRIED 5-0.
COMMUNICATIONS
The Chairman read the letter from Nancy Blazi, City Clerk, advising that
requests for zoning changes be submitted to Council during the months of
February, May, August, and November, unless an emergency exists, per
Section 1102.00 of the Code. Mr. Siciliano remarked that he was aware
of this section, but had expected that the attorney could prepare the
ordinance for consideration by Council in May. The City Clerk said their
requests would be resubmitted in May. He noted that if a request is
denied by Council it cannot be resubmitted for a year; whether it can be
brought up again in May depends on how the motion was acted upon.
Mr. Armstrong, in the audience commented that the Commission was not asking
for any rezoning, and the recommendation, which was a good one, should have
been acted upon by Council.
Some discussion was held concerning coin operated electronic video games.
The Chairman recalled that Susan Wadsworth, Deputy City Clerk, had asked
that the Zoning Commission present something to Council to clarify the
distric~ in which this permitted use would be. Mrs. Bennington felt
that they cannot be banned in the city, that perhaps they should be
confined to the B-5 shopping center districts only. Mr. Stewart feared
that small shop owners ina shopping center would suffer if there were
no regulations. There should be tight restrictions to have control.
Mr. Stewart made a motion to submit immediately to the City Clerk, with
a copy to City Council, a letter stating that the Zoning Commission
recommends holding up on issuing licenses for video game rooms until
they are defined and regulations are set up by this Commission and approved
by Council. The motion was seconded by Mr. Cochran and CARRIED 6-0.
A workshop was scheduled to deal with this subject. The workshop will
precede the regular meeting on April 25th, and will start at 7 p.m.
REVIEW OF ORDINANCE 880
The Commission continued the review of the definitions that were reviewed
by the Joint Planning and Zoning Workshop at the August 23, 1982 meeting.
The following definitions were reviewed.
Miniwarehouse: OK as is
Mobile Home: OK as is.
Mobile Home Park: OK as is.
Mobile Home Subdivision: A land area at least fifteen (15) acres in size
which has been subdivided according to regulations of the Edgewater Sub-
division Ordinance No. 79-0-7.
There was a lengthy discussion concerning the width of streets required in
subdivisions. Mr. Siciliano asked if they should still maintain a 50 ft.
right of way in mobile home parks in subdivisions. Mr. Siciliano said that
we could delete all of Sec. 18-10. Minimal requirements for trailer parks
or mobile home parks. They would make that recommendation.

Mayor McKillop questioned the 50 ft. right of way for streets requirement
in mobile home subdivisions. The street would be as long as the actual
trailer lot; mobile home subdivisions are for a higher density. This
would reduce the density. The Mayor suggested that Joan write to the County
and get a copy of the County ordinance pertaining to Appendix C, which gives
a 60 ft. width with swales and gutters.

Mr. Siciliano asked that the reference to deleting Sec. 18-10 be stricken;
this will be discussed at the workshop on April 25.

Nonconforming lots of record: OK as is.
Nonconforming structure: OK as is.
Nonconforming use: OK as is.
Nursing home: OK as is.
Official zoning map: OK as is.
Off-street loading space: OK as is.
The meeting was adjourned at 9:00 p.m.
