ZONING COr~ISSION MEETING
March 28, 1983, 7:00 PM
Minutes
Chairman Siciliano called the meeting to order at 7:09 PM in the Planning
Office in City Hall.

APPROVAL OF MINUTES
Mr. Siciliano asked that it be added to these minutes that the second
paragraph under CORRESPONDENCE should state that the subject of multi-
family housing as a special exception in the B zones and "industrial" zones
was discussed.
Moved by Mr. Wheeler, seconded by Mr. Cochran, and CARRIED 5-0, to approve
the minutes of the March. 14, 1983 meeting as submitted~ Witll the_above
change:being added to these minutes.
REVISED BY-LAWS
Mr. Siciliano asked if anyone had any questions on the revised By-Laws.
There were no questions or comments.
Moved by Mr. Wheeler, seconded by Mr. Cochran, and CARRIED 5-0, to accept
the revised By-Laws, and send a copy to Council for their information.
PERMITTED USES - COIN OPERATED MACHINES AND DEVICES
Mr. Siciliano explained that there are now game rooms in operation in the
City, but there is no mention of game rooms as a permitted use in any of the
zones. The Zoning Commission must decide what zones these will be permitted
in. The suggested zones for this was B-3, B-5 and B-6, which was suggested
when the administrative staff reviewed all permitted uses in accordance with
the licenses issued The Commission questioned B-6 as a zone for this permitted
use.
Moved by Mr. Wheeler that coin operated machines and devices be allowed as
a permitted used in B-3 and B-5 zones.
A discussion followed that this should be more specific stating game rooms,
because coin operated machines could mean laundromat, soda machines, etc.
The Commission felt that it should state coin operated games.
Mr. Wheeler withdrew his motion.
Moved by Mr. Sadowski, seconded by Mr. Wheeler, and CARRIED 5-0, to allow
coin operated game room machines' and devices as a permitted use in B-3 and
B-5 zones, with a definition of GAME ROOM put in the Definitions section of
the Zoning Ordinance.
Mr. Siciliano read the letter that will be sent to Council asking them to
delete multi-family developments as a special exception in the commercial
and industrial zones. The Commission was in agreement with the letter.
Mr. Siciliano also read a letter to Mrs. Massey, Chairwoman of the Indus-
trial Development Board, in answer to her letter. It stated that the
Zoning Commission will notify her as soon as possible of rezonings.
PLANNING AND ZONING SEMINAR
Mr. Cochran gave a brief report on the Planning and Zoning Seminar that he
attended in Orlando. Items that were discussed was the increase in population
by the year 2000, and the need for good planning for the future. Impact fees
and water management was also discussed.

~he Commission had an informal discussion on rezoning. Mr. Cochran stated
that an application for rezoning must state the reason clearly. Mr. Landry
asked why some people can get rezoning and some can't. Mr. Siciliano noted
that each case is considered on its own merit and zoning will change along
with the neighborhood.
Mr. Cochran brought up the subject of Adult Congregate Living Facilities,
and do we have a place for them in our zoning. Mrs. Winks noted that one
is on the books presently, and nursing homes are allowed in any of the
districts.
REVIEW OF ORDINANCE 880
The Commission continued the review of the Definitions that were reviewed
by the Joint Planning and Zoning Workshop at the August 23,' 1982 meeting.
The following is a summary of the definitions covered.
Home Occupation: OK as in Book.
Hotel: OK as in Book.
Industrial Park: OK as in Book.
Industry: OK as in Book.
Junk yard: OK as in Book.
Lot: OK as in Book.
Lot, atypical: REMOVE.
Lot, corner: REMOVE.
Lot, depth: OK as in Book.
Lot, width: OK as in Book.
Lot, double frontage: TABLE for future meeting.
Lot, interior: REMOVE.
Marina: OK as in Book.
Moved by Mr. Wheeler to adjourn, seconded by Mr. Cochran.
Mr. Wheeler withdrew his motion.
Mr. Siciliano discussed Zero Lot Lines being sent to the Planning Commission
for their/review. Mr. Siciliano would like to write Council a letter on
the duties of the two Commissions. He feels that the Zero Lot Lines is
under the Zoning Commission's responsibility. Mayor McKillop stated that
it was being sent back to Planning because it came from Planning. He
suggested that a joint meeting with the Planning Commission be held. Mr.
Siciliano stated that he would agree to a joint meeting.
The meeting was adjourned at 8:54 PM.
