ZONING COMMISSION MEETING
February 28, 1983, 7:00 PM
Minutes
Chairman Siciliano called the meeting to order at 7:04 PM in the Planning
Office in City Hall.
ROLL CALL
Members present: Messrs. Siciliano, Cochran, Stewart, Wheeler, Sadowski.
Member Absent: Mr. Landry. Also present: Mrs. Winks.
APPROVAL OF MINUTES
Moved by Mr. Wheeler, seconded by Mr. Cochran, and CARRIED 5-0, to approve
the minutes of the February 14, 1983 meeting.
REVIEW OF ZONING ORDINANCE
The Commission reviewed the Definitions that were reviewed by the Joint
Zoning and Planning Workshop at their July 21, 1982 meeting. The following
is a summary of the definitions covered.
Accessory Building or Structure: Mr. Cochran questioned how many accessory
buildings could be put on a lot and the distance from the property line.
Mr. Siciliano stated that this is stated in the regulations covered in __
the Zoning Ordinance and this is just a definition. It was decided that
it is OK as stated in the Code.
Accessory Use: OK as is in the Code.
Accommodations: Hrs. Winks noted that the "or longer" portion was removed
at the Workshop because it could then be an apartment. Mr. Sadowski stated
that an apartment could be classified as an accommodation. Mr. Siciliano
commented that it states "transient persons" and this clarifies it. Trailers
as rental units were discussed. It was decided that the changed definition
by the Workshop was OK.
Abutting Property Owners: This was added at the Workshop. OK as is.
Alley: The width of the alley was discussed, and it was decided that it
should state 12' in width instead of 30'.
Altered: Mr. Sadowski stated that a minor and major alteration should be
clarified. Mr. Siciliano commented that this is just a definition of the
word not a regulation. It was decided that it is OK as is in the Code.
Apartment: There was a discussion about garages being turned into apart-
ments. Mr. Sadowski questioned the difference between a dwelling and
an apartment. Apartments, single family and multi family dwellings, and
condos were discussed. Several different developments were discussed.
It was decided that the change by the Workshop was OK.
Apartment-garage: Mr. Sadowski suggested just having the definition for
an apartment. Mr. Siciliano felt this would be too vague. It was decided
that the change at the Workshop was OK.
Apartment-garden: It was decided to have the members come back with
suggestions for this definition.
Applicant: OK as suggested by the Workshop meeting.
Area of Building: OK as is in Code Book.
Automobile Sales Area: OK as is in Code Book. Used car lots were discussed.
Automobile Wrecking: OK as is in Code Book.
Bar: The word "devoted" should be changed to "engaged" and add the word
"lounge" to the last sentence.

Building: There was a discussion as to whether a mobile home should be
considered a building. This was tabled to come back with suggestions.

Building coverage: OK as is in the Code.
Building, front of: Mr. Sadowski feels it should be changed to: The side
of a building or structure facing the main highway. There was much..dtscussion
on this subject. It was felt that the statement about the front facing
the main highway is a regulation and not a definition of the building front.
It was decided to table this and come back with suggestions.
Building height: OK as changed by Workshop.
Building line: OK as changed by Workshop.
Building, principal: OK as is in the Code.
Bulkhead line: OK as is in the Code.
Cafeteria: OK as is in the Code.
Car Wash: OK as changed by Workshop.
Carport: It was decided to remove the stipulation of three feet from the
principal building. It will now read: "A roofed area open on one or more
sides and is attached or detached from the principal building..."
