Chairman Vanzin called the meeting to order at 7:00 PM in the conference
area of the Community Center.
ROLL CALL
Zoning Members Present: Messrs. Vanzin, Landry, Gaffney, Slaney, Petty,
Mrs. Griffith. Planning Members Present: Messrs. Nolan, Towers, Hetu.
E~cused: Mr. Winter, Mr. Yackel. Absent: Mr. Bennington. Also present:
Mr. Mitchell, Mrs. McCann, Mrs.' Cutrona, Mrs. Winks.
APPROVAL OF MINUTES
Moved by Mr. Gaffney,.seconded by Mr. Landry, and CARRIED 5-0, to approve
the February 22, 1982, minutes as submitted.
Mr. Nolan introduced the members of the Planning Commission that were
present.
AMENDMENTS TO 903 and 904
Mr. Nolan read the letter from the City Manager on proposed changes to
these sections, and discussed the problem of duplication of effort between
the Board of Adjustment and the Planning Commission. Mr. Mitchell's
letter suggested that Sections 903 and 904 of the Zoning Code be amended to
add paragraphs to eliminate duplication of effort between the Board of
Adjustment and the Planning and Zoning Commissions. It was noted that the
Board of Adjustment was following the guidelines correctly, b\it the changes
are proposed to expedite the procedure that the builder has to follow with-
out having a duplication of effort.
Moved by'Mr. Gaffney, seconded by Mr. Landry, and CARRIED 5-0, to send a
letter of recommendation to the Council to act upon the recommended changes
to Sections 903 and 904 in Mr. Mitchell's letter dated 2/26/82 to the
City Attorney. '
LANDSCAPE AND TREE ORDINANCES
Mr. Nolan discussed proposals by the City- Attorney to enact a landscape
ordinance similar to that of the City of Daytona Beach. After much. discussion
it was decided to table this and also the one on trees for further study.
Moved by Mrs. Griffith, seconded by Mr. Slaney, and CARRIED 5-0, to table
the discussion on Landscaping and Tree Ordinances for further study.
REDUCTION OF TOWNHOUSE LIVING AREA REQUIREMENTS
Discussion followed regarding a Council suggestion to include an option in
R-4 zoning to permit the construction of 600 sq. ft. units in townhouses.
Apparently, some people are charging that this proposal would be applied
to single family homes and indiscriminately throughout the city, weakening
the codes. It was suggested that perhaps a percentage llmitation on how
many one bedroom units could be put into a complex might be one way to meet
the demand for such housing without being detrimental. There was also a
concern for overcrowding in a small unit. Mr. Mitchell noted that if we
require 750 square feet for a two bedroom unit, and 600 square feet for a
one bedroom, there is really no difference when you take off 150 square feet
for the one bedroom. Mr. Garthwaite, Silver Ridge, a member of the audience, 'I
noted that we must remember that these complexes maybe abutting single
family residences. It is not the intent to devalue anyone's home by reducing
the-living area requirements.
Moved by Mrs. Griffith, seconded by Mr. Slaney, and CARRIED 5-0, to table
the discussion on reduction of living area requirements until more informa-
tion is avaiMable.
The meeting was adjourned at 9:16 PM.
