Zoning Commission Meeting Minutes
February 22, 1982
Chairman Vanzin called the meeting to order at 7:02 PM in the Conference
Area of the Community Center.
ROLL CALL
Members present: Messrs. Vanzin, Landry, Gaffney, Slaney, Petty, Mrs.
Griffith. Also present: Mr. Clay Henderson, City Attorney, Mr. Joseph
Mitchell, City Manager, Mrs. Patti McCann, Planning Supervisor, Mrs. Sheryl
Cutrona, Planner, Mrs. Debbie Winks, Secretary.
APPROVAL OF MINUTES
Moved by Mr. Gaffney, seconded by Mr. Slaney, and CARRIED 6-0, to approve
the minutes of the 2/8/82 meeting as submitted.
OLD BUSINESS - Reduction of Townhouse Living Area Requirement
Mr. Henderson read the zoning ordinance for townhouse living area require-
ments noting the changes that have been made. Present requirement is for
750 square feet; proposed change is for 600 square feet for one bedroom,
750 square feet for two bedroom. Mr. Gaffney spoke in favor of the reduc-
tion, but would like to see a minimum of a four unit development. Mrs.
Griffith felt that maybe a separate zoning for this type of unit could be
made. Mr. Garthwaite, Silver Ridge, spoke in opposition to this reduc-
tion and would even like to see the area requirement increased. Mr.
Holahan spoke in favor and feels that older and single people want this.
Mr. Dan Nolan, Chairman of the Planning Commission was present and he
suggested that the Zoning Commission and Planning Commission set up a
Workshop meeting to discuss this jointly, and possibly have a public
hearing to get input from the people. Mr. Slaney feels we need input
from the sewer, water and school systems to see what affect this will have
on these areas.
Moved by Mrs. Griffith, seconded by Mr. Gaffney, and CARRIED 6-0, to hold
a Workshop with the Planning Commission to discuss this subject.
Mr. Henderson addressed the Commission on updating the present Zoning
Ordinance. He will get copies of the Omnibus Ordinance which had been
worked on in the past and also copies of the recommendations from Mr.
Murphy, Building Inspector. The Commission will also be working on new
requirements for builders on multi-family dwellings, and the recreation
impact fee.
Mr. Henderson passed out proposed amendment to 715.02 Code on site plan
requirements and landscape requirements which should be discussed at a
Workshop with the Planning Commission.
Mr. Dan Nolan, Chairman of the Planning Commission was present to address
the Commission and ask for the Workshop previously discussed concerning
a landscape ordinance and tree ordinance. It was suggested that this
Workshop be held at the next regular meeting of the Zoning Commission.

Mr. Mitchell introduced Sheryl Cutrona the new Planner. She will help
with the rewriting of the zoning ordinance, evaluate the zoning map, and
make suggestions to simplify the zones.
The meeting was adjourned at 7:58 PM.
