ZONING BOARD REGULAR MEETING
January 6, 1981
Chairman James Mackie called the regular meeting of the Zoning
Board to order at 7:00 P.M. in the Edgewater City Hall.

APPROVAL OF MINUTES
Mr. Siciliano made a motion to approve the minutes of the regular
meeting of December 2, 1980 and Mr. Phinney seconded the motion.
Upon roll call the motion CARRIED 5-0.
Mr. Phinney made a motion to approve the minutes of the special
meeting of December 9th and Mr. Troian seconded the motion.
Upon roll call the motion CARRIED 5-0.
NEW BUSINESS
Flea Market Fees
The Board discussed fees for flea markets. Presently we have no
license for flea markets. There is a public hearing scheduled for
January 12, 1981 to discuss the Zoning Board proposal to add flea
markets as a permitted use to B-3 with specified conditions.
There was a lengthy discussion on the fees for a flea market
operation.
Mr. Troian made a motion that the City charge $10.00 a year for a
license to sell at a table at the flea market. The license will
not be transferab.le. Mr. Wallace seconded the motion.
Upon roll call the motion CARRIED 5-0.
Mr. Phinney made a motion that the City charge $225.00 a year to
the owner/operator. of a flea market. Mr. Troian seconded the
motion.
Upon roll call the motion CARRIED 5-0.
Mr. Siciliano made a motion that the City add the condition that
gold, silver or other precious metals cannot be purchased by flea
market operators (reference Ordinance 80-0-81). Mr. Phinney
seconded the motion.
Upon roll call the motion CARRIED 5-0.

Cohen Construction - Preliminary Site Plan
The Zoning Board talked with Mr. Mynchenberg and Mr. Samuels
regarding a proposed townhouse development at the corner of
Riverside Drive and Boston Road.
There was some discussion about whether or not this would be
sold on a fee simple or with a homeowner type association.
There was also a discussion about the ingress and egress to the
development.
Fire Chief Dave Severance was called and came down to the meeting.
He stated the preliminary drawing did not leave enough room for
fire trucks to turn around.
Mr. Samuels said that they could probably change the concept
and have a driveway going through the development from Riverside
to Boston Road.
There was also a discussion about a possible proposal for zero
lot lines and that perhaps these developers might wish to wait
before submitting site plans.
Mr. Samuels and Mr. Mynchenberg thanked the Zoning Board for their
cooperation and also stated that the meeting with this Board had
been most productive and helpful.
Zero Lot Line
The Board then discussed zero lot lines. They studied the County
zoning restrictions on zero lot lines. The Board agreed that the
City should consider zero lot lines in the multi-family, commercial
and industrial zones.
Mr. Siciliano made a motion that the Zoning Board have the City
Attorney write up zero lot line restriction classifications for
the Zoning Board to review. Mr. Troian seconded the motion.
Upon roll call the motion CARRIED 5-0.
Home Occupational Licenses
The Board also briefly discussed Home Occupational Licenses. The
Board had previously voted riot to make any recommendations for
changes until the Code Enforcement Board is established.
ADJOURN
Mr. Troian made a motion to adjourn the meeting and Mr. Siciliano
seconded the motion.
The meeting was adjourned.
