ZONING BOARD REGULAR MEETING
September 2, 1980
Chairman James Mackie called the regular meeting of the Zoning
Board to order at 7:30 P.M. in the Edgewater City Hall.

APPROVAL OF MINUTES
Mr. Wheeler made a motion to approve the minutes of August 5, 1980.
Mr. Phinney seconded the motion. Upon roll call the motion
CARRIED 6-0.
OLD BUSINESS
Setbacks on Utility Sheds
The City Planner had sent a memo to the Zoning Board requesting that
they consider a recommendation to establish setbacks of at least
five (5) feet from both side and rear lot lines for utility sheds.
It also set a maximum size for a utility shed of 120 square feet.
The Board discussed this request, particularly the limitation of
the size of a utility shed.
The City Planner had also requested that guidelines be established
for a detached garage. The setbacks should be at least ten (10)
feet from both side and rear lot lines.
There was a discussion about open carports and whether or not they
could be put in front of a house.
* Mr. Wallace arrived at the meeting.
The discussion continued.
Mr. Wallace suggested that the Board check the Southern Standard
Building Code in regard to the distance between structures on one
lot. He believes there is a restriction about setting a distance
between structures.
Mr. Wheeler made a motion that the Board table the question of a
detached garage for further information. Mr. Phinney seconded
the motion.
Upon roll call the motion CARRIED 7-0.

Mr. Siciliano made a motion that the Board accept the five (5)
feet setback on utility sheds but omit the maximum size. Mr.
Wheeler seconded the motion. Upon roll call the motion CARRIED 7-0.
There was a discussion about when they could get the information
on the garage and the fact that it is less expensive to have two
or three items on a public hearing for a zoning change.
Mr. Mackie called attention to the fact that the Planning Board
had requested a joint meeting. He suggested that the Zoning Board
hold a short special meeting before the Planning Board meeting
on September 10, 1980. They could have the information on the
detached garage by that time and possibly make a decision.
B3 Ocean and Old County Road
Mr. Mackie reminded the Board that there is about three (3)
acres of land near the railroad on the corner of Ocean and Old
County Road that is still zoned B-3. This is in a residential
area near the schools and should not be zoned B-3.
There was a discussion with the City Planner as to the best zoning
for this area.
Mr. Troian made a motion that the Zoning Board recommend this land
be zoned R-4 Multi-family Zoning District. Mr. Wheeler seconded
the motion. Upon roll call the motion CARRIED 7-0.
PID Zone
Mr. Mackie said that the Council had approved the PID Zoning District
and authorized an ordinance to establish this District. It was
necessary for the Zoning ,Board to recommend to the Council the
area that should be rezoned PID. This area is shown on the maps
that the City Planner prepared for the Board. It is bounded on the
east by the railroad, north by the City limits, west by the City
limits and south by Park Avenue.
Mr. Siciliano made a motion that the Zoning Board recommend the
Council rezone the area outlined in the legal description and
maps presented by the City Planner when and if the ordinance estab-
lishing the PID Zone is passed. The Council should authorize a
public hearing. Mr. Troian seconded the motion. Upon roll call
the motion CARRIED 7-0.
Occupational Licenses
Mr. Mackie said that the Zoning Board had an interest in the
licenses issued in the City because they recommended the establish-
ment of permitted uses in commercial and industrial zones. It has
been suggested that the license fees be increased and a new law
allows the cities to raise fees under $100.00 by 100%; between
$100.00 and $200.00 by 50%; and over $200.00 by 25%.
Mr. Siciliano made a motion to send a letter to the Council stating
that the Zoning Board strongly urges the Council to consider
raising the occupational license fees. Mr. Wheeler seconded the
motion. Upon roll call the motion CARRIED 7-0.
