ZONING BOARD REGULAR MEETING
August 5, 1980
Chairman James Mackie called the regular meeting of the Zoning
Board to order at 1:30 P.M. in the Edgewater City Hall.

APPROVAL OF MINUTES
Mr. Troian made the motion to approve the minutes of the June 3,
1980 Zoning Board Meeting. Mr. Wheeler seconded the motion. Upon "
roll call the motion CARRIED 6-0.
OLD BUSINESS
Mr. Mackie said that Mr. Woods was attending this meeting to
discuss the proposed Planned Industrial Development Zoning District.

The Board discussed the proposed plan.
Mr. Woods said that he recommended changing the part of the PID
plan concerning variances. This plan will become part of the
Zoning Ordinance and it is the duty of the Board of Adjustment to
grant variances so that this section should be deleted.
The Board also discussed leaving out special exceptions. The
businesses that are already located in any zone that is zoned PID
would become nonconforming but could remain there as long as they
wished. They would not be allowed to expand.
The Board also discussed adding an additional paragraph concerning
additional permitted uses.
Mr. Siciliano made a motion to approve the PID with changes in
granting variances, special exceptions and additional permitted
uses including accessory uses and send the proposed new zoning
information to the Council. Mr. Wheeler seconded the motion.
Upon roll .call the motion CARRIED 6-0.
Mr. Siciliano made a motion to take out the section concerning
variances and special exceptions and add paragraph concerning
permitted uses. Mr. Wheeler seconded the motion. Upon roll call
the motion CARRIED 6-0.
The Board discussed recommendations from the City Planner to amend
the Subdivision Ordinance.
It was the consensus of the Board that the developer should not
have to pay for the final inspection by the City's engineer or
consulting engineers. However, the Board did agree that the
improvements should be approved by the DER prior to final acceptance.

Mr. Siciliano made a motion to amend the Subdivision Ordinance to
make DER approval necessary. This addition would be in Section 1,
Part 1 General and Part 6 Recording of Final Plat. Mr. Wheeler
seconded the motion. Upon roll call the motion CARRIED 6-0.
Mr. Donald Testa, representative of Magnuson Corporation, requested
that the Zoning Board review some changes to a site plan for
warehouses. The original site plan had been approved by the Zoning
Board. Mr. Testa requested that he be allowed to change some of the
miniwarehouses to business stores for businesses that are permitted
uses in that zoning district.
The Board studied Mr. Testa's revised plans. The building remains
the same size and the setbacks remain the same. It would basically
be an internal change.
Mr. Siciliano made a motion that the Zoning Board approve the
changes. Mr. Troian seconded the motion. Upon roll call the motion
CARRIED 6-0.
NEW BUSINESS
The Board discussed the information that is given to new members
and the fact that much of this material is never returned to the
City after a member leaves the Board.
Mr. Wallace made a motion that the Zoning Board request that the
Council advise any Board member who leaves a Board for any reason
that the material given to the member should be returned to the
City. Mr. Siciliano seconded the motion. Upon roll call the
motion CARRIED 6-0.
Mr. Phinney made a motion that the Board request new members sign
for informational material, especially the Municipal Code Book.
Mr. Wheeler seconded the motion. Upon roll call the motion
CARRIED 6-0.
The Board also discussed Occupational Fees. It is the concensus
of the Board that the license fees should be raised.

Mr. Wheeler made a motion to adjourn the meeting. Mr. Phinney
seconded the motion. The meeting was adjourned.
