06-03-1980 u ~~~.1 U ~" , ..., CITY OF EDGEWATER ZONING BOARD REGULAR MEETING June 3, 1980 Chairman James Mackie called the regular meeting of the Zoning Board to order at 7:30 P.M. in City Hall. ROLL CALL James Mackie Frank Opal M. F. APPROVAL OF MINUTES Mr. Troian made a motion that the Board approve the minutes of the May 6, 1980 meeting. Mr. Engle seconded the motion. The motion CARRIED 5-0. OLD BUSINESS The Board discussed Ordinance No. 80-0-48. This ordinance clarifies the type of multi-family structures that can be put in the commercial districts under a special exception. The Council did not pass this ordinance. The Board discussed sending more information to the Council concerning the need for this clarification. Mr. Troian made a motion that the Board send this ordinance back to the Council with an explanation of why the Board feels this should be passed. Mr. Engle seconded the motion. The motion CARRIED 5-0. The Board also discussed the fact that there were still some ordinances from the October 1979 Public Hearing that have not yet been prepared for Council approval. There has still not been an ordinance defining IImodel homesll. Mr. Mackie suggested that the City Attorney be contacted to remind him that this ordinance has not yet been prepared. NEW BUSINESS Mr. Mackie called the Board's attention to the fact that the City of Edgewater has not reviewed or raised the fee for occupational licenses in the City for a number of years. We charge a great deal less than other cities in the area. It might be a good idea to suggest that the Council increase some of these license fees as a way to increase revenue for the City. He asked the Board members to study the list of fees and come back with recommendations. Mr. Troian asked if this was a duty of the Zoning Board. Mr. Mackie said that it was not really the duty of the Zoning Board but the Board had written up the specifications for Home Occupational licenses and he did not believe it would be out of line for the Board to take an interest in this area and make some suggestions. The Board then discussed the draft of the proposed Planned Industrial Development Zoning District. The draft had been prepared by the City Planner at the direction of the Zoning Board. The members took each page of the draft and made some changes and additions. .- ' u w The City Planner said he would incorporate the suggested changes and additions into the draft and have it retyped for the Board members. The Board discussed having the City Attorney review this draft. It was decided that the corrected draft would be sent to the City Attorney and that the Board would request that the Attorney attend the next regular meeting of the Zoning Board (July 8, 1980) so that the members can discuss this draft with the Attorney. Mr. John Gross objected to the fact that he had not been able to get a copy of this draft prior to the meeting. He felt that this should be public information. Mr. Mackie informed Mr. Gross that this was the first time the Board had reviewed this draft. He did not believe that this became public information until after it had been presented to the Board. Mr. Gross was informed that he could get a copy of the draft if he came into City Hall the next day to get it since it was not possible to run off a copy during the meeting or to collect the charge for said copy. Mr. Mackie reminded Mr. Gross that this was only a proposed zoning district that the Board was considering and that there would have to be a meeting with the City Attorney and then a workshop with the City Council before the Zoning Board would make a decision on the possibility of adding this additional industrial zoning.
