The members stated that they were clearly briefed on all zoning recommendations and that these proposed changes had been thoroughly discussed at previous Board meetings. I r I CITY OF EDGEWATER ZONING BOARD REGULAR MEETING December 11, 1979 Chairman James Mackie, Jr. called the meeting to order at 7:00 P.M. in City H2,ll. ROLL CALL James M. Wheeler Clair Bowser Ray Troian James hngle Present Present Present Present Present Present Excused APPROVAL OF MINUTES Mr. Troian made a motion that the Board approve the minutes of the November 13, 1979 meeting. Mr. Wbeeler seconded tbe motion. Upon roll call the motion CARRIED 6-0. Mr. Mackie said that he would like to review the Joint Public Hearing minutes of November 19, 1979. Mr. Troian said that he was very upset by the allegations made by a Council member concerning the Zoning Board. Mr. Mackie said that he had planned to discuss this under Board Comments. He wanted to discuss the Zoning Board recommendations that the Council haa rejected or tabled. .3 Mr. Troian made a motion that the Board discuss the charges made by the Council against the Zoning Board. Mr. Siciliano seconded the motion. The motion CARRIED 6-0. The Board discussed the charges brought by Councilman Ledbetter that there were three members of the Board that were not aware of all the items sent to the Council for a PUblic Hearing. Also that there might be a question of personal gain involved in some of the zoning recommenda- tions. Mr. Siciliano said that he hoped that the Board was in complete agreement on this and could proceed with their work in harmony. The Board then discussed the proposed zoning changes that were acted Upon by the Ci.ty Council at the November 19, 1979 mAeting. ~ The Council had rejected the proposal to change FPL to R-4. The Board discussed the need to have some zoning in this area that conforms with the 880 ordinance. Mr. Siciliano made a motion that the Zoning Board send a recommendation to the Council that the FPL area only (excluding Cole property) be zoned I-I and make Electrical Substations a Special Exception. Mr. Wheeler seconded the motion. The motion CARRIED 6-0. -\ 1 , I I . j I ~ ~ ~l ~ r U \ , I I The Board discussed the changing of nursery schools and day care centers I from Special Exception to Permitted Use in B-3. It was the opinion of , the Board that this would leave the City without any control over this '\ type of business in the B-3 District. Mr. Siciliano made a motion that the Board go on record as still being in favor of having nursery schools and day care centers as a Special Exception(with guidelines as specified in R-5 and R-5A) in the B-3 Distric1 This would give added protection to the children. Mr. Troian seconded the motion. The motion CARRIED 6-0. The Board requested that a letter be sent to the Council advising them that the Zoning Board would like the Council to reconsider Ord. 79-0-37 which makes nursery schools and day care centers Permitted Use in B-3. There was no representative from Belmont Homes to discuss a proposed site plan for a business/shopping area near Pelican Cove. I , Mr. Frank Hall was not present at the meeting to present an application for rezoning an area near Wildwood Subdivision as commercial. Mr. Mackie told the Board that he was glad the Board had cleared the \ air concerning the charges that had been made about the zoning recommenda- tions and the Public Hearing. Mr. Siciliano said that the Industrial Board will be discussing the area in the northwest part of the City at their next meeting. About 300 acres in this area is owned by FEC and the railway wants it zoned all industrial. The Industrial Board will present their recommendations to the Zoning Board and the Planning Board and the City Council. Mr. Wheeler made a motion that the meeting be adjourned.
