ZONING BOARD
September 11, 1979
CALL TO ORDER
Mr. Mackie called the meeting to order at 7:30 P.M. in the Edgewater
City Hall.

Mr. Mackie asked for a motion to approve the minutes of August 7th and
August 22nd.
Mr. Opal asked for a correction on the August 7th minutes, 3rd item.
It said motion CARRIED 7-0, I did not vote on that motion I abstained.
Mr. Siciliano made a motion to accept the minutes of August 7th. Mr.
Troian seconded the motion CARRIED 6-0.
Send a letter to the attorney on "grandfathering".
Mr. Siciliano made a motion to accept the August 22nd minutes. Mr. Wheeler
seconded the motion. The motion CARRIED 5-1. Mr. Troian abstained due
to absence.
Mr. Mackie read the letter from Mr. Ranken. The Zonin~ Board discussed
the Ranken property.

Mr. Diamond asked Mr. Ranken if there was a road through the property?
that dedicated public access?
Mr. Ranken said no, it is private.
Mr. Siciliano asked if there were several roads or just the one?
Mr. Ranken said that there were several roads that cover various parts of
the property. The only zoning that would correspond to the R-l would be
the R-1B, (80'xI251~.
The property is presently zoned by the County as R-l. The Board reviewed
the zoning of this property with Mr. Rankin, who was present at the
meeting.
Mr. Siciliano made a motion that the Zoning Board recommend annexation
of this property to be zoned as follows:
4 lots as R-1B
Remaining lots as R-l
Lots adjacent to highway (2001 back) as B-3
Mr. Opal seconded the motion and upon roll call, the motion CARRIED 6-0.
These recommendations are being sent to the Council for their consideration
Mr. Rankin added that these people signed the petition for annexation, as
they are the other property owners: Mr. Fisher, Mr. Nogara, Mr. H~lton,
and Mr. Metz.

A letter of recommendation for annexation for Mr. Ranken will be sent
to the City Council.
Mr. Mackie stated the next item on the agenda was Mrs. Coon, who is not
present.
Mr. Siciliano stated that the motion was to have the attorney look into
spot zoning.
Mr. Mackie said that Mr. Woods should give us a definition of model
homes and Council changes.
There was a discussion on Model Homes.
Mr. Mackie said the next item was Mr. Doug Cole's request for rezoning,
who is not present.
Mr. Wheeler made a motion to table this until the next meeting so that
Mr. Cole could be present. Mr. Bowser seconded the motion. Upon roll call
the motion CARRIED 6-0.
The next item on the agenda is to change the R-3B to R-2B, which is
Florida Shor.es.
Mr. Siciliano made a motion to table this for further study. Mr. Opal
seconded the motion. Upon roll call the motion CARRIED 6-0.
Mr. Wharton asked if the Building Official had been notified about the
property north of him?
Mr. Murphy has been notified.
Check on the letter and request for an answer. Another letter will be
sent to Mr. Murphy.
Mr. Opal made a motion to send another letter to Mr. Murphy and ask
for an answer. Mr. Wheeler seconded the motion. Upon rollcall the
motion CARRIED 6-0.
Mr. Mackie said next the discussion would be on Density on R-4 building
height.
Mr. Troian made a motion to table this for further study. Mr. Wheeler
seconded the motion. Upon roll call the motion CARRIED 6-0.
Mr. Mackie said next was residential and commercial.
Mr. Siciliano made a motion that multi-family dwellings be permitted as
a special exception in the B-2 through B-6 zoning districts. The
buildings should be no higher than two stories and maintain minimum
standards, as specified in R-4. Mr. Wheeler seconded the motion.
Upon roll call the motion CARRIED 6-0.
A letter will be sent requesting the Council consider this change and
include it in the proposed public hearing for various zoning changes.
Board Comments on the final plat on the Sloburn property.
Mr. Siciliano suggested that Mr. Opal and Mr. Mackie visit Mr. Woods,
and settle this on Thursday. at 3:30 P.M. and find out if the
1957 State Statute is still in effect.
The 1957 Legislature regulates plat laws and requires ample drainage and
hard surfaced streets.
Mr. Siciliano made a motion to adjourn. Mr. Bowser seconded the motion.
Upon roll call the motion CARRIED 6-0.

The following recommendation of the Zoning Board have been
approved by the Council:
Change parking spaces for all multi-family zoning
districts from l~ to two spaces. (Arti~le VII,
Section 700.01 (e)) per Council meeting June 18, 1979.
Mobile Home Parks rezoned to MH-S per Council
meeting August 18, 1979.
Zoning change application fee from $50.00 to $100.00
per Council meeting July 9, 1979.
These additional recommendations are being submitted to
the Council for approval.
Change B-5, Planned Shopping Center Zoning District,
to B-3, Highway Business, from Pearl Street to Old
County Road to Park Avenue, to U.S. 1 and add as
permitted use in B-3, pet grooming and supplies (no

Honey Products
Rental and Leasing of tools, equipment, machinery
and supplies for industry, business, household use
and recreational use.
Add as a permitted use in B-2, which is neighborhood
business Zoning District, Auto tune up and Front End

The Zoning Board requests that the Council set a date for
a Public Hearing on all of the above Zoning Changes at
t~e Councils' earliest convenience after the budget 1979-
1980 has been adopted.
