ZONING BOARD WORKSHOP
April 5, 1979
Chairman James N. Mackie, Jr. called the Zoning Board Workshop to
order at 1:30 P.M. in the Community Center.

Mr. Opal asked"Mrs. Ruppert if this was her last day at work?
Mrs. Ruppert said that it was.
Mr. Opal wanted to know why she was being let go?
Mrs. Ruppert said she refused to comment on that, at this time.
Mr. Mackie said that he did not think this kind of questioning
was appropriate at a workshop. IIWe are here to finish up the map.
You can discuss her employment with Mrs. Ruppert after the meeting
but the Board is not here to discuss anyone's emplovment. The
Board is at the workshop today to discuss the corrections in the
legal descriptions in the city map.1I
The Board continued to go over, page by page, the legal descriptions
and the amendments that changed some of the areas.
The Board also discussed their last regular meeting. The application
by Neptune St. residents to rezone certain property back to R-3 was
discussed.
Mr. Siciliano said that he did not believe that they could rezone
this land and that also the area was probably zoned at the time of
880. This should be handled as a legal problem and it is not the
job of the Zoning Board.
The Board also discussed the buffer zones.
Mr. Mackie said that the Building Enforcement Official and the Police
Chief were checking out the violations once a week. Hopefully, this
will straighten out many of the violations.
Mr. Siciliano said that these are legal matters and not within the
jurisdiction of the Zoning Board. The petition to rezone Mr. Brown's
property (or part of it) back to R-3 should be turned back to the
Council. Mr. Siciliano also said that he would like the Board's opinion
on the forthcoming workshop on the Zoning Ordinance. Since the Planning
Board no longer is involved with zoning, should they have an active
part in working on the zoning ordinance?
Mr. Mackie said that he felt it was alright if they wanted to sit in
on the workshop because they are involved in the comprehensive plan
but there was an ordinance that removed any responsibility that the
Planning Board had in regard to Ordinance 880 (Zoning Ord.). Mr. Mackie
added that he hoped when the Council finally chose a City Planner that
the Zoning Board would cooperate fully with the new Planner to make that
job and the work of the Zoning Board easier for everybody concerned.
Mr. Siciliano also said that at a regular meeting, the Board should
discuss attendance at Workshops.
