ROLL CALL James Mackie Sebastian Siciliano Frank Opal M. F. ~Jheel er Clair Bovlser John Gross James Engle Also Present: Present Present Present Present Present Excused Excused Ruth Ruppert - Draftsperson for City. City Attorney Judson Woods The Zoning Board discussed the need for tape recording during work- shop sessions and it was concluded by the entire Board that since we were not allowed to make any decisions or to vote on any issue, thus it was our entire consensus that it wasnlt necessary. Mr. Woods was asked for his legal opi~ion concerning this matter and he concurred in stipulating that no decisions could be made, nor votes taken as long as only general discussions took place. Board members discussed what effect would the Council IS decision have on the rejection of the Board's recommendation pertaining to the B-3 Special Exceptions. It was generally concluded that the basic regulation would remain the same and that a Mobile Home Sales and operative auto sales would not need to have a buffer zone behind it. Mr. Woods was asked for an opinion and he said it would seem that way. The Board discussed the upcoming Public Hearings that are scheduled and their impact on the City as a whole. During this discussion it was brought up that when rezoning affects 5% or more of the City's land that two Public Hearings are required in addition to advertise- ment in the newspapers. It was concluded that this is an expensive process to the taxpayers of Edgewater, therefore, we should put the situation on the forthcoming agenda of our next regular meeting to see if we can recommend to the City Council of Edgewater an approach to alleviate this unsatisfactory condition. Upon presentation of the City Map, by Ruth Ruprert, we learned that progress is continuing on schedule and status of City map concerning specific sections which were explained to members. At this point, a suggestion was made for Ruth Ruppert to attend any future workshop meetings to re-read needed legal descriptions or changes to the City Map. Motion made and seconded to adjourn the Workshop at 3:40 P.M. Minutes submitted by Frank Opal, Secretary to Zoning Board Typed by: Nancy Blazi
