ROLL CALL James Mackie, Jr. Sebastian Siciliano James Engle Frank Opal M. F. Wheeler John Gross, Sr. Clair Bowser Present Present Present Present Present Present Present Richard Diamond, City Planner-Present Mr. Mackie said that he had called the Special Meeting in order to discuss the resignation of Mr. Diamond. The Zoning Board has a great deal of work to do and they need the assistance of the City Planner. Mr. Diamond has indicated that he will be able to give the City some time, on an hourly basis, to help with the completion of the comprehensive planning and the work of the Zoning Board. Mr. Mackie added that he hoped the City could work out an arrangement with Mr. Diamond that would allow him to be in the office approximately four (4) half days a week so that there would be someone in the office most of the time to answer questions and hel~ the Zoning Board and the Planning Board. Mr. Diamond said that he would rather not have set hours. He hoped to be able to attend the night meetings when most of the work of the Boards will take place. He would rather work when he was really needed. Mr. Mackie said that Mr. Diamond was the only one who could fill this position until such a time as the City appointed another City Planner. Mr. Siciliano said that the Zoning Board was concerned with whether or not the City Planner's office and all the files will remain as it is or if there will be some changes. The Board is also concerned about the fact that Mr. Diamond was just appointed the Zoning Enforcement Official. Who will do this work after Mr. Diamond leaves? In the past, the zoning laws have not been enforced properly. The Zonlng Board had suggested Mr. Diamond be appointed Zoning Enforcement Official in the hope that this would help to solve some of the zoning enforcement problems. Mr. Opal said that the Zoning Board could certainly use Mr. Diamond's assistance whenever Mr. Diamond would be available to help the Board. The Zoning Board agreed to send a letter to the Council requesting that Mr. Diamond be hired on a part-time as needed basis. They also want to suggest that the City should have a qualified full time City Planner with an adequate salary. The meeting was adjourned. Minutes submitted by: Nancy Blazi
