THE CITY OF EDGEWATER SPECIAL ZONING BOARD MEETING January 9. 1979 Chairman Mackie called the Zoning Board to order at 1 :36 p.m. in the Edgewater Community Center to review the final draft of the proposed subdivision ordinance. Gross Present Present Present Present Present Present Excused Also Present Mr. Richard Diamond City Planner Mr. Siciliano said that this ordinance was strick1y for improvements of lots. because the 880 Ordinance governs sizes of this. Mr. Mackie said that for large parcels of land that are going to be developed for future planning and so forth. this would come under subdivision. Mr. Opal said that he had found some typographical corrections on page 22. under sidewalks to change the word II and 10ngll to lIa10ngll and on page 33 under enforce':: ment provisions to change the word "join" to lIenjoin." Mr. Diamond asked if there were any questions on proceedures. and if there were any questions on exactly what steps had to be followed? Mr. Diamond said that the idea of this Ordinance was not to put restrictions on the builders. but to just protect the City. so that the City isn't left with the tab. Mr. Mackie said that as long as the subdivision can be workable with the contractors coming in. and there is not so much pressure on them and it protects the City at the same time that is all that we are interested in. Mr. Siciliano asked a question on trees. Mr. Diamond said that he had requested model ordinances on tree protection. but since we don't have an ordinance that had to do with trees; Page 31 refers to tree management. This lets the developer know and think about what trees are there. with no specific requirements. Some tree ordinances say that you must maintain 75% of the trees that . ~ ~ o o were there, and gives the kinds of trees that are accept- able there. We have no tree ordinance. Mr. Diamond said also that he had gotten in touch with the Forestry Department, and they had several models and they are doing a survey and they will come up with a model for landscaping and tree ordinance separate from the sub- division ordinance. Mr. Siciliano said then we can include that with this. Mr. Diamond said that this was correct, and all they would have to do is refer to Ordinance so and so, Appendix B, or whatever it is. Mr. Diamond satd that the City would have to adopt a Stormwater Management Ordinance or go by the county's. The county.s ordinance says that if you cut down trees in a certain area, you must have a permit. So this will help control that somewhat indirectly, even though it doesn't have anything to do with landscaping. Mr. Siciliano said that when they strip everything from a piece of land, that this is what causes flooding. There is nothing to hold the water back. Mr. Mackie asked if there were any more comments or questions. Mr. Siciliano made a motion to approve the current draft of the proposed subdivision ordinance and that copies be sent to the City Council for final approval. Mr. Engle seconded the motion.
