CITY OF EDGEWATER ZONING BOARD
REGULAR MEETING
June 6, 1978
Chairman Wolfe called the Regular Meeting of the Zoning Board
to order at 7:30 P.M. in the City Clerk's Office.

The Board members received copies of the financial statements,
which they must fill out and return to City Hall.
Chairman Wolfe said they would dispense with the reading of
the minutes. This would be a short meeting since there
were only a couple of items to be brought before the Board.
A memo from the Board of Adjustments regarding soecial exception
in R-3 for a duplex. The BOA is asking for a recommendation
from the Zoning Board in regard to the request from Mr. Griffith.
The Board discussed the new amendment to 880 permitting
duplexes as a special exception in R-3 provided that there is
an existing duplex within 50 feet.
Mr. Nichols made a motion that the Board send a memo to the BOA
recommending that Mr. Griffith be granted a special exception
to build a duplex in R-3 (if there is an existing duplex within
50 ft.) and stating that in all other respects Mr. Griffith meets
the criteria set forth in 880. Mr. Engle seconded the motion.
The motion CARRIED 4-0.
Chairman Wolfe asked Mr. Diamond if a date could be set by the
Zoning Board for a public hearing on the mobile parks, single
family dwelling 'dimensions in R-4 and R-5 and PUD areas.
Mr. Diamond answered that he had contacted the City Attorney and
also sent a detailed letter outlining the questions the Zoning
Board needed legal opinions on;before holding a public hearing.
The City Attorney was still in the process of researching these
questions. According to the Attorney, these are rather involved
and important issues and will require detailed research and study.
There have been a lot of rumors around the city that many of the
mobile parks will be zoned out of business. The Attorney said
that he has recei~ed calls regarding these rumors and he believes
this should be handled very cautiously and that the Board should
have some concrete answers before holding a public hearing.
Another question that needs to be answered is a definite length of
time on the discontinuance schedule for mobile home parks under
non conforming uses. There seems to be different interpretations
ranging from 10 to 20 years. Ordinance 880 does not seem to
include mobile home parks in a discontinuance schedule. Buildings
are mentioned but mobile homes are not considered buildings under
this definition. Also under Chapter 25, Code of Ordinances. before
you can get a license to operate a trailer park there are additional
criteria concerning sq. footage per lot, spacing of lots, number
of mobile homes, distance from streets, etc. The Attorney needs
to look into this. City Hall also wants something in writing as
to who is requesting rezoning PUD areas.
Chairman Wolfe said that primarily it was being initiated by the
Zoning Board. The property owner is Mr. Caldwell and he should be

notified.
Chairman Wolfe said that in regard to the proposed subdivision
ordinance, we need to have a schematic of a subdivision plat,
title blocks, who signed it for the City and it must state
the officers of the corporation that are filing for the
subdivision, also Planning, Zoning Board signatures etc. This
should be all standard.
The Board authorized Mr. Diamond to go ahead and set a date
for a public hearing as soon as he gets definite answers from
the City Attorney.
Mr. Nichols made a motion that the meeting be adjourned.
Mr. Engle seconded the motion. The meeting was adjourned.
