05-23-1978 Workshop <.> l.J CITY OF EDGEWATER ZONING BOARD WORKSHOP MEETING May 23, 1978 Chairman Wolfe called the workshop meeting to order at 7:30 P.M. in the City Clerk's office. N i c h 0 1 s Mr. Mackie Mr. Siciliano Mr. Bartholomew Present Present Present Present Present Present Present Chairman Wolfe stated that the Board will dispense with the reading of the minutes until their next regular meeting. Chairman Wolfe said that the Board had received a letter from the City Council regarding the square footage in Florida Shores and other areas of the City. Mr. Nichols explained that there was a strip of land along the railroad that was not extended far enough in the legal and on the map in the original 880 ordinance. This was an over- sight. This area is south of Indian River Blvd. There is also a section in that area that should have been R-4 but is presently zoned R-3. Also/ on the east side of the rail- road there is another area that needs correcting. The Board discussed the Council recommendations on Florida Shores square footage~ .and other areas in the City. Mr. Nichols made a motion that the Zoning Board accept the City Council's suggestions as per the letter dated May 23, 1978, for Florida Shores for R-1B from 1200 to 1300 sa. ft., R-2B from 950 to 1200 sq. ft., and R-3B from 800 to 1200 sq. ft. Also in the City R-1 from 1200 to 1300 sq. ft., R-1A 1200 to 1300 sq. ft., R-2 from 950 to 1050 sq. ft., and R-3 from 800 to 1000 sq. ft. Mr. Engle seconded the motion. The motion CARRIED 7-0. The Board discussed the Council recommendation to update the square footage of duplexes in R-4 from 1500 to 1800 sq. ft. Mr. Nichols made a motion that the Zoning Board notify the Council that in the opinion of the Board the multi-family R-4 area sqaure footage for duplexes should remain 1500 and not be increased. Mr. Engle seconded the motion. The motion CARRIED 7-0. The Board discussed mobile home property. Richard Diamond, City Planner, had obtained legal descriptions for some of the mobile parks in Edgewater. He was still waiting to hear from some of the owners. Mr. Diamond said there had been some concern among mobile home park owners that the City was planning to rezone them out of business. There are a couple of parks that are under 5 acres. Chairman Wolfe said that the Zoning Board would hold their own public hearing on the mobile home rezoning. The Board discussed the parks under 5 acres. Mr. Diamond said that they could create a new district with different standards, rezone them conditionally to have time periodsfor conforming with other mobile park areas or possibly rezone them with variances. ~ Q Q The Board also discussed the PUD area back of Silver Ridge. Mr. Diamond said that the City Attorney had recommended that they go ahead with the regular rezoning process. The Board discussed holding a public hearing about (1) dimensions for single family dwellings in R-4 and R-5 (2) mobile home parks (3) PUD areas. Mr. Diamond brought the Board members up to date on what has been done about the Comprehensive Planning Act. We will be getting a grant to help finance the work. If 880 is changed to read just Zoning Board and not Planning and Zoning Board, then after the Comprehensive Plan is completed the Zoning Board will have the responsibility for implementing the citywide plan. He also asked the Board to look over the proposed subdivision ordinance and make any changes or recommendations they felt should be incorporated into the ordinance. The Board discussed setting up a date for a public hearing. No action was taken at this time pending information from the City Attorney. Mr. Nichols made a motion that the meeting adjourn.
