09-13-1977 Special o ~ Zoning Board Meeting September 13, 1977 Special Meeting Chairman Wolfe called the special meeting of the Edgewater Zoning Board to order on September 13, 1977 at 8:00 P.M. in the Mayor's office. ROLL CALL Mr. Nichols Mrs. Secki Mr. Wiggins Mr. Mackie Mr. Wolfe Present Present Excused Present Present Mr. Nichols stated that since the letter to the City of Edgewater is part of the minutes that it should be changed from where it states that Mr. Nichols made a motion that in R-4 Multi-Family District and R-5 Multi-Family District any single family dwelling be required to follow all dimensional requirements for yard lot set backs as per R-3 specifications. The change should read: that in R-4 Multi-Family District and R-5 Multi-Family District any single family dwelling be required to follow all dimensional requirements as per R-3 specifications. Mr. Mackie made a motion to accept this change in the minutes as typed and presented to the Board. Mrs. Secki seconded the motion. Carried 4-0 Chairman Wolfe read a letter from the Coronado Paint Company and introduced Mr. Robinson as a representative of the Coronado Paint Company. Mr. Nichols stated that the question for discussion was the Coronado Paint Company's request for a rezoning from I-I to 1-2 for the purpose of building a plant to manufacture plastic con- tainers. Mr. Nichols told Mr. Robinson that the Zoning Board cannot act on this rezoning request. It was up to the City Council to instigate a zoning change. Mr. Mackie suggested that the Board send a memo to the City Council stating that the Coronado Paint Company had applied for a permit to operate this plant and in the Board's estimation it would ~equire rezoning and that it would be necessary for the Council to have a hearing on rezoning this property. The Board discussed with Mr. Robinson why this type of manufacturing plant was considered heavy manufacturing rather than light manu- facturing for which the property was presently zoned. Mr. Nichols told Mr. Robinson that he had to remake an application at the City Clerk's office to rezone the area from I-I to 1-2. There would be a $50.00 charge. Mr. Robinson stated that he would comply with this suggestion. Mr. Mackie stated that he had gone over all of the minutes and that the Board had nothing recorded in the minutes about zoning decisions except what they had just worked on the last week or two in regard to Florida Shores. He further stated that it is necessary to put decisions on zoning changes into motions so that they could be recorded in the minutes. It is necessary to get this to the Council in order to get it on record for a hearing and there is only a couple of weeks left in this month. Mr. Nichols asked the question about August 24 concerning the City Clerk and Zoning Board getting an opinion from the City Attorney as to how the Zoning Board and Building Department should handle said lots in Florida Shores that have only 100 foot depth to the drainage ditch. The Board has not received a reply to date. , o September 13, 1977 Zoning Board o ( 2 ) A discussion followed concerning various zoning changes that the board has talked about in orderto recap zone changes to get them properly recored in the minutes. Mr. Nichols made a motion that we ask for a rezoning of the property that is zoned R-3 this is the west half of the block 215,216,217 and 218. This is to correct an error in the 880 Ordinance it is to be rezoned from R-3 to B-2. This was also seconded by Mr. Mackie. This was done at a previous meeting. Nothing on this went to the City. At this time there was much discussion on the maps. Chairman Wolfe stated that we have the same problem on the West side of fern palm. Between 22 and 28th Street. There was much discussion at this ttme using the maps. This property that is being discussed is now zoned R~3and the board wants it to go to R-4. After much dtscusston Mr. Nichols stated that what we are working on right now is that we are going to change from R-3 to B-2 on Guava between 22 and 28th. We need to change block 245 from. R-4 to B-2 thats lots 7447 to 7410 inclusive. Mr. Mackie read that there was a motion made at a previous meeting. Mr. Nichols made a motion that we ask for a rezoning of the properties that is zoned R-3 this is the West half of Block 215,216,217,218 this is to correct an error in the 880 Ordinance it is to be rezoned from R-3 to B-2. Chairman Wolfe stated that we will go a little further on this the East one half of block 215,216,217,218 from R-3 to R-4 This this will give us a buffer zone between B-2 and R-4. Setting 100 square feet to R-1B,R-2,R-3,R-3 will be changed from 800 square feet to 1,000 square feet and it will be changed to read R-3B. Adding a 200 square feet to R-3 and it will be changed to R-3B as already stated. Mr. Nichols stated that we need to go over again the West side of Fern Palm and change R-3 to R-4 for Buffer zone between B-2 and R-3 where from Fern Palm the West side we did not specify anywhere. The Block number on that are the East j.~ half of block 215,216,217,218 The B-2 area to R-4. The West half of block 215,216,217,218 from R-3 to B-2. Mr. Nichols and Mrs. Secki were shown on the map what was going on at this time. To make this legal we should callout the lot numbers. Single family dwelling in R-4 and R-5 to follow R-3 specifications. Chairman Wolfe stated that he received a letter from Douglas Cole he would like to have the property where he has his heavy equipment he would like to have that back 1-1. Chiarman Wolfe stated that he believes the only way he can do this is to have a zone change. At this time there was much confusion with papers rustling. There was more discussion with the maps. We are going to change R-3 to R3-B in Florida Shores Only. The areas outside of Florida Shores will build to the regular R-3 area. Chairman Wolfe stated that he will get this written out and get it to the City. The motion was made by Mr. Nichols and seconded by Mrs. Secki. It reads as follows: Square footage update in Florida Shores area R-1B from 1200 square feer to 1300 square feet, R-2 from 950 square feet to 1050 square feet. Motion CARRIED 4-0. The same motion Single family dwellings into R-4 to follow R-3B dimensions in Florida Shores area back up. Single Family dwellings in R-4 and R-5 dimensions in Florida Shores and 4-3 in the rest and R-5 areas and R-3 dimensions to follow R-3B of the City. Zoning Change change block 245 of Florida Shores from R-4 to B-2 Lots 7447-7510 inclusive. Also change West half of Block 215-218 change from R-3 to B-2 lots included will send legal discriptions through Mr. Wolfe. East half of blocks 215-218 change from R-3 to R-4 lots included will send legal discriptions through Mr. Wolfe. All motions CARRIED by Zoning Board 4-0. Mr. Nichols made a motion to adjourn Mr. Secki made the second.
