ZONING BOARD PUBLIC HEARING
HOWARD TALKS
MAY 11,1977
Chairman Wolfe called the Public Hearing for Howard Talks to order
at 7:40 P.M. in the Mayor's office.

Chairman Wolfe asked Mr. Talks to give his presentation. Mr. Talks

Talks is interested in putting in ahauto salvage yard. The land is being
bought from the Massey Estate. Mr. Talks has a letter from Mrs. Massey
stating that they have no objections in Mr. Talks plans.
The problem is the property is not zoned. Mr. Talks is requesting that
it be zoned 1-2. There was some discussion on Wickes Truss Company
zoning. If it is zoned anything but 1-2 Wickes will be non-conforming.
Mr. Taylor asked if Dale Road is a dedicated road? The answer being that
it is a private rd. Mr. Taylor asked if Mr. Talks had an easement over
it. He stated that he did. Wickes also had an easement.
Mr. Yelvington stated that Mr. Talks will go along with all the require-
ments in the ordinance on junk yards and auto salvage.
There was a question if the cars will be mashed in the property. Mr.
Yelvington stated that they will be hauled off.
Mrs. Murphy asked about the noise. Mr. Talks agreed that there would
be no noise in his operation.
Chairman Wolfe stated that he would not only like to take care of
Mr. Talks problem buttake care of Wickes problem too. We will handle
Talks on the public hearing and advise the Council about Wickes.
Chairman Wolfe stated that what we need tonight is a recommendation if
we are for or against. And then we will do Wickes.
Mr. Mackie stated that he would like to put some restrictions on this
if we do grant it. One is no compactors. They would have to follow
100% of what the ordinance says, He asked how long would the cars be
stored after they were dismantled? Mr. Yelvington stated that he could
not answer that. He went on to say that they were only allowed to use
a certain percentage of the property and we have five acres and we
can only use three acres.
There will be a building for the office and some welding.
Chairman Wolfe stated that Ordinance 581 spells out what is needed
for a junk yard or auto salvage yard.

Chairman Wolfe stated that Mr. Talks would have to comply with Ordinance
581. If then decides he wants a compactor he will have to come
back to the Council for a permt.
Chairman Wolfe stated that we have to change it to I-1A. Salvage yards
and truss plants.
Mrs. Turner stated that she would like to see this become residential.
She went on to say that she knows of some Cities that will not allow
Auto Salvage yards in the City limits. She feels that Edgewater can
be just a~fancy as the next town. Mr. Yelvington stated that we only
have 8 acres between a 1-1 and 1-3 zoning.
Mrs. Turner stated that she would like to make a motion to deny the
request for the auto salvage yard. Mr. Taylor asked if Mrs. Turner
would withdraw her motion, and table this till next week. Mrs. Turner
withdrew her motion. Making a motion to table this until next week
being May 17th 1977. Mr. Taylor made the second. CARRIED.
Mr. Mackie made a suggestion that we send a letter to the City Clerk
requesting all new ordinance be sent to the zoning board after they
are passed..
Mr. Mackie made a motion to adjourn. Mrs. Turner made the second.
