05-04-1976 ~ o ZONING BOARD MAY 4,1976 Chairman Wolfe called the Zoning Board meeting to order May 4, 1976 at 7:30 P.M. ROLL CALL: James Mackie Robert Taylor Bonnie Turner David Wiggins Robert Wolfe Present Present Present Present Present Also attending: Mr. & Mrs. Blanken, Mrs. Collins, Mrs. Mackie, Mr. Hap Cameron, Mr. Turner, Mr. Murphy, Building Official. Mr. Wiggins made a motion to accept the minutes of the April 6th meeting, being seconded by Mr. Mackie. Said motion CARRIED. Chairman Wolfe read that the Volusia County will have a police meeting May 12, 1976 at 2:00 P.M., Courthouse Annex, Daytona Beach. Mr. Blanken was given the floor. He passed a letter and an application around to the members. Chairman Wolfe read a letter from Mr. Weaver dated March 9, 1976 concerning Mr. Blanken. He stated that this application will be sent to the City Clerk to set up a Public Hearing. He would like to have a motion on this. Mr. Taylor stated that he wondered if this should not go to our present attorney. Chairman Wolfe said it is not necessary. Mr. Mackie made a motion that we present this to the City Clerk and she can have Mr. Woods look it over and if it is in order notify all property owners and Mr. Blanken when the Public Hearing will be held, being seconded by Mr. Wiggins. Said motion CARRIED. Mr. Cameron was at the meeting to discuss his gateway signs. He feels that after reading the ordinance that these gateway signs are illegal. He also spoke of his blinking sign. He stated that this sign did his business a great amount of good, he went on to say that he no longer has this sign. He discussed the temporary signs, he feels that the ordinance should allow this type of sign, as of now it is not in the Sign Ordinance. Chairman Wolfe stated that he would like it to be so that you have to get a permit for one year to have this type of sign and then take it down after the permit runs out. There was a brief discussion on blinking signs, also the banners that he uses at his mobile home complex. Mr. Cameron asked for an opinion on this. Chairman Wolfe stated that he would like to get some professional help on this and he was backing off from answering Mr. Cameron's questions until he can get this help. Mr. Mackie stated that it was good to hear this type of thing from the people that way it will be a little easier to do the Sign Ordinance. Mr. Taylor asked what Sign Ordinance are we operating under now? The one we are operating now does not say what can be done and what can't be done. There was a lot of discussion on the sign permits that have been issued by the Building Official and also the County. Mr. Wolfe asked Mr. Murphy if (~ ~ \ 9 o he has read this Sign Ordinance and if he likes it. Mr. Murphy stated that there was nothing wrong with it but the public seems not to be happy with it. Mr. Murphy also said that it should state in the ordinance to comply with Section 2301 of the Southern Standard Building Code since the City has already adopted this book. There was some discussion on development signs. seconded by Mr. Mackie. Mr. Wiggins made a motion Said motion CARRIED. Meeting adjourned. -2-
