CITY OF EDGEWATER
BOARD OF GOVERNORS
SPECIAL MEETING
JANUARY 15, 1981
Chairman Wolfe called the SpecQal meeting of the Edgewater
Board of Governors to order at 7:32 P.M. in the Board Room
at Edgewater City Hall.

APPROVAL OF MINUTES
Mr. Gross made a motion to accept the minutes of the December
11, 1980 regular meeting. Mr. Nerber made the second.
CARRIED 5-0.
COMMUNICATIONS
Chairman Wolfe read a letter from the City Clerk concerning
the renaming of the Parks and Recreation to Parks and
Maintenance. The Council voted to the renaming of this
department 5-0.
Chairman Wolfe read a memo for the Board of Governors to
I. A. Blazi on the repair to the racquet ball court. Mr.
Blazi answered the memo stating that the repairs had been
taken care of.
Mr. McEver stated that he was over by the courts yesterday o.
and that the lights were repaired. Also the pad had been
repaired.
Chairman Wolfe read a memo from the Chief of Police. This
memo was sent to the Chief from the Board requesting inform-
ation on becoming a Charter Member for our own athletic
association. Chief Baugh's reply was to get in touch with
Mr. Coursen of the Daytona Beach Police Department. He
is the president ,of S.E.V.A. He also stated that the Board
contact the City Attorney for a charter.
Chairman Wolfe read a memo from City Attorney Judson Woods.
The Board asked him how the City would go about becoming a
charter member if we started our own athletic association.
Mr. Woods reply was that the first step in forming the
athletic association would be go to the City Council and
ask for their approval and support. Then we could ask the
City Council to direct him to prepare a resolution creating
the Athletic Association.
Chairman Wolfe stated that he feels that we should do as
the City Attorney suggests and write a letter to the Council
asking them that an Athletic Association be formed in the
City of Edgewater.
Chairman Wolfe stated that he would be at the meeting when
this was on the agenda so that he may answer any questions

that the Council may have. Mr. Hardock will also be at
the meeting.
Chairman Wolfe asked that a budget be brought to the next
meeting so the Board can review it.
Chairman Wolfe a~ked that the people visiting please intro-
duce themselves. The visitors introduced were:

Mr. Gross made::a motion that a letter be sent to the City
Council asking them to get us a charter going for an Athletic
Association. Also that we will have someone present from this
board. Mr. McEver made the second. CARRIED 5-0. Mr.
Hardock and Chairman Wolfe will be present at the meeting.
Councilman Lodico asked the Board what are the functions of
the Parks and Maintenance?
Chairman Wolfe stated that all the parks in the City need to
be maintained and also all the City buildings. He went on
to say that The Parks and Maintenance have done all the
building at the new ball park including the building of
the pavillions at the ballpark and all the other City parks.

Mr. McEver stated that he thought the purpose of the
Council changing', the name-'::1;o Parks and Maintenance was bec.ause
the name Parks and Recreation led to the impressdon that
the only thing this department was doing was working on parks
and recreation. He went on to say that the City is saving
alot of money by having this department do certain jobs
rather than having to contract out to various businesses.
Mr. Gross asked who was coordinator of this department before
Councilman Lodico. The Mayor stated that he was.
Mayor Christy stated that if the Parks and Maintenance does
any work for any other department that department would pay
the Parks and Maintenance. He told the board of several
times when Mr. Blazi repaired things for the different
departments and saved the City the service calls for an
outsider to come in and do the work. Mayor Christy stated
that maintenance will have to bill other departments for the
work that they do.
Mayor Christy stated that this department was. started by
the Council by resolution.
Councilman Lodico asked how much will the maintenance charge
these other departments?
Mayor Christy stated that this will have to be worked on
by that department~
Mr. Gross asked what were the responsibilities of the Board
of Governors?

Chairman Wolfe did not know if the Board had a set of
By-Laws. He asked the secretary to research this and bring
it back to the next meeting.
There was some discussion on the Council granting permission
for a church group to use the Community Center for services.
This was discussed at length. The Board felt that this
should have come to them.
Mayor Christy explained that time element involved in the
case was reason that the Council made the decision.
There was also a discussion on the price of the Con~unity
Center. The Chairman asked that this be brought to the
next meeting for discussion.
Chairman Wolfe read a petition from several people in the
City requesting that the docks be extended at the Park and
Pier.
There was much discussion on the grants that the City Planner
sent the request for this grant to the State when it should
have been sent to the County.
Mayor Christy asked that Mr. McEver get with him as soon as
he could to get the application to the County.
Mr. McEver stated that the next thing that he would like
to bring up would be the moto cross bike path for the
children in the City.
There was much discussion on this and Mr. McEver was asked
to rough up a letter to Mr. Hogan of the Edgewater School
and ask permission that the Parks and Maintenance do the
work for this motor cross track on the school property.
It was discussed that the City has a contract to use the
land by the school for recreation.
Mr. Gross asked that sometime Mr. McEver and Mr. Blazi ride
up to Ormond Beach and look at the mota cross track that
they have set up. He passed around a drawing of this
moto cross track.
Mr. Gross stated that the Ormond course is 1400 feet long
and about 600 feet wide. This includes the course,
concession stand, starting gate and storage for the bikes.
There was a short discussion on the board members. It
was agreed that all of the members, excluding Mr. Kruse, be
left on the board.
Mr. Hardock made a motion to adjourn. Mr. Nerber made a
second. MOTION CARRIED.
