05-24-1989 Special o o CITY OF EDGEWATER PARKS AND RECREATION BOARD May 24, 1989 7:00 P.M. Special Meeting MINUTES ROLL CALL/CALL TO ORDER The May 24, 1989 Special Meeting of the Parks and Recreation Board was called to order by the Chairman, Harry Montgomery at 7:05 P.M. in the Edgewater Library for the purpose of making a flow sheet to show how the Parks and Recreation Department should be separated from the Buildings & Grounds Maintenance. Members present were: Harry Montgomery, Kirk Jones, Jeff Ridgdill, Sue Pezanowski, and Lawrence Lanchoney. Also present was David Garrett/Recreation Director/Buildings & Grounds Maintenance Superintendent and Jack Corder/Assistant Recreation Director/ Buildings & Grounds Maintenance Superintendent. Mr. Montgomery recapped the results of the Workshop held on May 16,1989, with the City Council, at which the separation of Parks and Recreation from Buildings & Grounds Maintenance was discussed. All agreed that they felt this separation was needed at this time, due to the increased growth and increasing work load on one department trying to do the job of what should be two departments. It was noted that all of the other City departments are specialized to their own needs and now is the time to specialize the Parks and Recreation Department into handling only park and recreation matters, so that more can be accomplished in the park system and recreation programs can expand to meet the needs of all the citizens of Edgewater. \ Mr. Jones and Mr. Ridgdill both gave examples of how Port Orange and New Smyrna have their Buildings & Grounds Maintenance departments incorporated into the Public Works Department and the system of work orders are issued when a repair or maintenance problem occurs. . The Board felt that we could move our Buildings & Grounds Maintenance to the Public Works Department and suggested they would need to add a working Supervisor and two workers to their department, who would attend to all of the repairs and maint- enance of City buildings. With the budget planning for next year being worked on now, the Board felt the necessity to establish a flow chart representing how the division for the Parks and Recreation Department could be set up, streamlining as much as possible the positions and employees we now have and utilizing them into this chart to make this transition as easy and inexpensive as possible. The Board listed which responsibilities should be kept by Parks and Recreation and which should be left with Buildings & Grounds Maintenance within the Public Works Department. It was concluded that mowing of City property, maintenance and repairs to City buildings and offices, painting, remodeling, electrical and plumbing work should all be responsibilities of Buildings & Grounds Maintenance. The Parks and Recreation Department would construct parks, expand recreation programs, mow all City parks, and act as custodians to our own facilities; clean restrooms and do minor maintenance within the park system. The Board noted that very soon we will have 16 parks to maintain and some of the larger parks when completed, like Rotary and Whistle Stop, will need a man full time just for them. The flow chart was divided into two sides, one being Parks and one Recreation. Pos- itions needed for the Parks side included a Parks and Recreation Director, who would oversee and supervise over both sides, budget, plan and organize; a secretary to the Director; a Parks Maintenance Foreman who would be a "working" foreman to oversee the maintenance and mowing of the parks; and two crew leaders with one to two laborers for each, as the department grows. Two crew leaders would allow for one crew to be mowing and maintaining while the other crew could be at another location, constructing a park, setting up play equipment, etc. The Recreation side of the chart included a Recreation Supervisor and under him two Program Leaders to assist in setting up and running the recreational activities, as two people which we have now, can no longer handle the volume of baseball and soccer teams we now have. Also needed is a Facilities Supervisor who would set up for all meetings and activities in the Community Center, Shuffleboard Clubhouse, future activity centers, and also help with the calendar and scheduling of the these facilities. This position could do the custodial work in the park restrooms, ballfield offices, and be responsible for all the inventory and ordering of park cleaning supplies, concession stand orders, trophies, uniforms, and equipment. o o Working also on the Recreation side would be any part-time people needed for added recreation programs, such as tennis, softball, etc. Depending on how many recreation programs could be added would determine how many part-time recreation people we would need and for how long. The Board comprised a list of what the Parks and Recreation Department should not be responsible for and this list included: maintenance to City Hall complex and City buildings and offices, Library, Community Center, plumbing and electrical work for other City departments, repairs and cleaning of school bus shelters, mowing City property, (excluding park property), and picking up dead animals. Engineering was also included in this list, however, we do not have an in-house engineer full time for the City as of yet. It was also discussed that Parks and Recreation should no longer provide custodial services to the City Hall complex and Community Center, and the City may be better off to contract custodial services out to one company who would service City Hall, Police Department, Detectives, Public Works, Planning, Building and the Community Center, and keep this service totally under one company's jurisdiction. Mr. Lanchoney moved to send the flow chart to Council, asking them to establish this chart as the basis for the new Parks and Recreation Department and to in- corporate the Buildings & Grounds Maintenance duties into the Public Works Department, and allowing for a supervisor and necessary staffing for Public Works to accommodate this addition. Mr. Jones seconded the motion and it CARRIED 5-0. There being no further discussion, Mr. Jones moved to adjourn, seconded by Mr. Ridgdill. The meeting ended at 8:28 P.M.
