04-05-1989 <::. (.) o CITY OF EDGEWATER PARKS AND RECREATION BOARD APRIL 5, 1989 7:00 P.M. MINUTES ROLL CALL/CALL TO ORDER The April 5, 1989, meeting of the Parks and Recreation Board was called to order by the Chairman, Harry Montgomery, at 7:06 P.M. in the Edgewater City Hall. Members present were: Harry Montgomery, Lawrence Lanchoney, and Sue Pezanowski. Jeff Ridgdill was absent and Kirk Jones was excused. Also present was David Garrett, Recreation Director/Buildings & Grounds Maintenance Superintendent. APPROVAL OF MINUTES Mrs. Pezanowski moved to approve the minutes of the March 1, 1989, meeting and Mr. Lanchoney seconded the motion. Motion CARRIED 3-0. Mr. Ridgdill arrived at this time, 7:07 P.M. OLD BUSINESS BALLFIELDS AT WHISTLE STOP PARK Mr. Garrett stated that the bids for the sod on the new playing field had been opened that day. Mr. Montgomery added that Bermuda sod is best suited for this type of field, as it can withstand excessive usage better. Mr. Garrett referred to the letter from the Volusia County School Board which stated that they were terminating the lease at the ballfields and the City would have to vacate the fields in September of 1990. With this being the case, the Board agreed that this will put our baseball program in jeopardy and the need to have land to build new ballfields on is now ~ priority, as even the prospect of three new fields at Whistle Stop will still leave us short of ballfields. The Board expressed great concern that the baseball program could even go under for a few years if these fields could not be replaced, as our program gets bigger every year. There was extensive discussion as to how the City could possibly acquire a piece of property large enough to accommodate a sports complex. Mr. Garrett stated that a year and a half was a short time to accomplish this when you consider the permitting processes, bidding procedures, etc. that have to be gone through before a new complex could be completed. Mr. Lanchoney moved to send a memo to the City Council asking that they consider requesting philanthropic interest in the community for donating land or facilities for Parks and Recreation to develop a long term recreation program for the City. Mr. Ridgdill seconded the motion and it CARRIED 4-0. The Board felt that this would be the proper approach for Council to appeal to the community rather than the Park Board, as the Park Board serves only in an advisory capacity. NEW BUSINESS NEW LAND PURCHASES The Board agreed that this item had been covered adequately in the previous topic. UPDATE ON ALL PARKS Mr. Ridgdill stated he would like to see the Board take on some kind of effort, either through citizen support or contacting congressmen, to get Menard-May Park reopened for swimming. He stated we have competent lifeguards and a beautiful facility and something needs to be done to return swimming to the citizens of Edgewater. The Board felt something should be done to get through all the bureau- cracy which is keeping this beach closed. All of the Board members stated they have had questions directed to them from Edgewater citizens who want to know when swimming is going to be allowed again at our beach. Mr. Ridgdill moved to send a memo to Council asking that they reconsider the issue of reopening Menard Park for the summer swimming season, based on the following criteria; overcrowded beach conditions at New Smyrna, bridge repairs, congested traffic, and the citizens want their own facility reopened. Mr. Lanchoney seconded the motion and it CARRIED 4-0. o u UPDATE ON ALL PARKS - CONTINUED Mr. Garrett proceeded with the update, saying that Veterans Park was now dedicated officially as of March 18th and everything was completed there. As for Rotary Park, he stated that the City's engineer was working on surveys and permits which needed to be completed before construction could begin there. IMPACT FEE MONTHLY REPORT There were no questions on this report. PARKS AND RECREATION MONTHLY REPORT Mr. Garrett was brief with the monthly report, highlighting only a few items. He noted that City Hall has received some of their computers, permitting is proceeding to extend the fishing dock at Veterans Park, new scoreboards were installed at the ballfields, and the baseball season would officially open on Monday, April 10th. At this time, Mr. Montgomery brought up the contents of a proposal from Golf Investment Advisors concerning a municipal golf course for the city. The Board felt a lot of key information was left out of the proposal and asked that the Parks Department send a letter to the Golf Investment Advisors, asking if they could do a presentation for the Park Board at their convenience, to further clarify some items. The secretary agreed to send a letter to Mr. Bechtel of Golf Investment Advisors, to see if a time could be set up for a presentation. ADJOURNMENT There being no further business before the Board, Mr. Ridgdill moved to adjourn. Mrs. Pezanowski seconded the motion and the meeting adjourned at 8:17 P.M.
