MINUTES
ROLL CALL
The April meeting of the Parks and Recreation Board was called to
order by the Chairman, Harry Montgomery, at 7:05 P.M. in the Edgewater
City Hall.
Members present were: Harry Montgomery, Kirk Jones, Dr. Bazin, and
Sue Pezanowski. Also present was David Garrett, Recreation Director/
Buildings & Grounds Maintenance Superintendent and Marie Griesse, a
citizen who wished to attend. Jeff Ridgdill arrived later.
APPROVAL OF MINUTES
Mr. Jones moved to approve the minutes of the March 2, 1988 meeting
and Mrs. Pezanowski seconded the motion. Motion CARRIED 4-0. Mr.
Ridgdill arrived at this time, 7:08 P.M. and Marie Griesse was intro-
duced to the Board.
OLD BUSINESS
Before going to the Old Business, Mrs. Griesse was asked if she would
like to speak at this time and she answered yes. She stated she was
worried that the certification for some of the coaches was running
out and wanted to know when these coaches could be re-certified. Mr.
Garrett said the only way to re-certify them was through Mr. Bill Bethea
in Holly Hill and he was trying to get a group together. He also said
that after Jack Corder and Chuck Morgan attend this next meeting, they
would be able to put on their own certification clinics and take care
of the coaches' certification in-house. Mrs. Griesse also stated that
some of the new coaches at the ballfield were looking for schedules
and some of the uniforms and equipment weren't in yet. She felt that
someone should be there to tell the new coaches what to do. Mr. Montgomery
answered that he was a new coach once also and it is just a matter of
working into the program and learning the ropes. Mr. Garrett stated
that the schedules were handed out the Thursday before opening night,
and there had been a problem getting copies because the Xerox machine
in City Hall had been down for two days. The Board agreed that with
the unexpected high turnout for 5 & 6 year olds this year, things were
proceeding very well with the baseball season.
Boat Ramp at Kennedy Park
Mr. Montgomery stated he was still recelvlng complaints on the boat
ramp at Kennedy Park. Mr. Garrett replied that we already had the permit
to put the sand bags in there and as soon as the water warmed up and
manpower was available it would be taken care of.
Division of Parks and Recreation from Building & Maintenance
Mr. Montgomery opened discussion on this item by stating he didn't
feel the Department could serve two masters;' Parks and Recreation and
Buildings and Maintenance. He felt the division would result in more
being accomplished in the parks because they would not be in competition
with work that has to be done in Buildings and Maintenance. Dr. Bazin
did not feel the initiation for this should be done by the Board, but
rather by Councilor the Interim City Manager. Mr. Jones felt by bring-
ing it to Council's attention they would know the Board's standpoint
which is to best serve the citizens on strictly Parks and Recreation
matters. The Board agreed that while Mr. Garrett has done a wonderful
job as head of both, the City is really growing to a point where a div-
ision should be considered. Mr. Jones moved to send a letter to Council
advising them to set forth some guidelines for the Interim City Manager
to look into the feasibility of splitting the departments. Mr. Ridgdill
seconded the motion and it CARRIED 5-0.

Outline to Establish Park Hours
The Board discussed the need to establish park hours and decided
that using the word "curfew" may offend some people and by just
posting the hours of the parks, would give the Police Department
guidelines to go by if there was trouble. Each park would have to
be different as each park has different circumstances. Umbrella
Tree Park is not lighted and hours there should be sunrise to sunset.
Kennedy and Menard are lighted and are used late in the evenings
by boaters and shrimpers. These two parks do not have many problems
because of their high visibility to the Police Department.. Whistle
Stop Park will need hours established for certain areas; racquetball
and tennis courts could remain open later than the rest of the park
because they are lighted and are in front of the park, but the rest
of the park is not lighted and should be closed off sooner. Mr.
Garrett suggested maybe the present ordinance for park rules could
be amended to include the various park hours. Dr. Bazin moved to
send a memo to Council that the ordinance on Park Rules be amended
to specifically include the different park hours, to be set by the
Recreation Director. Motion was seconded by Mr. Jones and CARRIED
5-0.
NEW BUSINESS
Impact Fee Monthly Report
The Secretary read the Impact Fee Monthly Report and Mr. Garrett ex-
plained the various expenditures. Scotty's expense was for stucco,
bondo, and topping on the racquetball courts, B.S.N. Corp. was for
the batting cage net at the ballfield, and the Dean Lowry expenditure
was also for the racquetball courts.
Parks and Recreation Monthly Report
Mr. Garrett proceeded to give the monthly report for his department
which included 57 meetings in the Community Center, 12 meetings in
City Hall and 6 reservations at Menard Park, including the Jaycees
1st Easter Egg Hunt. The electric work and sprinkler systems are
being completed at Whistle Stop Park, there are 60 pallets of sod
there ready to be laid and the Boy Scouts had a tree planting cere-
mony and contributed a weeping willow to the park. Bus shelters were
repaired and new seats and hangers were put on the swings at Kennedy
Park. The batting cage was finished at the ballfield and Dr. Bazin
noted at this time he had attended the opening ceremony for the base-
ball season and commented on how.professional the baseball fields
looked. Mr. Garrett continued his report with the Volusia County
Recreation Directors Association Luncheon which was hosted this month
by Edgewater and Dominica Playground Equipment. Mr. Garrett also
spoke with the State Lands Management Bureau about placing the buoys
in the river at Menard Park. A new permit package needs to be filled
out and approved and they felt a temporary permit could be obtained
Until this was completed.
ADJOURNMENT
There being no further business before the Board, Mr. Jones moved to
adjourn. Dr. Bazin seconded the motion and the meeting adjourned at
8:05 P.M.
