12-02-1987 ",t- ( ~ " w w CITY OF EDGEWATER PARKS AND RECREATION BOARD December 2, 1987 7:00 p.m. Community Center MINUTES ROLL CALL The meeting was called to order by the Chairman, Harry Montgomery, at 7:00 p.m. in the Edgewater Community Center. Members present were: Harry Montgomery, Dr. Roland Bazin, Sue Pezanowski. Also present was David Garrett, Recreation Director/Buildings & Grounds Maintenance Superintendent. Kirk Jones arrived at 7:08 p.m. Board member Jeff Ridgdill was absent. APPROVAL OF MINUTES Mr. Montgomery called for approval of the minutes of November 4, 1987. Mrs. Pezanowski moved that the minutes be approved, seconded by Dr. Bazin. Motion CARRIED 3-0. Mr. Jones arrived at this time. OLD BUSINESS New Road Through the Ballpark The Board members read through the excerpt of the minutes of the Nov. 16, 1987 City Council meeting distributed by Mr. Garrett, which discussed the outcome of the meeting between Mayor Baugh, City Attorney Jose Alvarez, and Dr. Eric Smith. The Board agreed that they would have to wait and see what the City Engineer came up with and it was really out of the Board's hands. All expressed hope this could be resolved so we can have our soccer field back in use. NEW BUSINESS Impact Fee Monthly Report Mr. Montgomery asked for the Impact Fee Monthly Report and it was read by the Secretary. Mr. Garrett then discussed with the members the various expenditures made with the impact fee funds. Monthly Report At this time Mr. Garrett gave a report for November on the work performed by the Parks and Recreation Department. His report included 47 meetings and events in the Community Center, playground equipment repairs, cleaning the ramps, repairing the docks at Kennedy Park and estimates were received for the fence around the playground equipment at Menard Park. He said the playground equipment at Menard and Umbrella Tree Park was wearing very well, but noted that there had been some vandalism to one of the fishing posts at Menard Park and it had to be replaced. He continued his report with the various items which have been done at Roberts Rd. Park; the sod, landscaping, pumphouses, walls completed on the racquetball courts, floors have been started, and the stone is being put on the rest- room facilities. He stated the soccer program is almost over and we're expecting even more than 150 kids to sign up next year. Some discussion was held about how we could get some new fields in operation for the next season. Mr. Montgomery said an excellent job had been done coordinating the various sports schedules by Jack Corder and Chuck Morgan. Mr. Jones agreed and added we really need more fields for the. kids to practice on that have regulation markings. Mr. Garrett concluded his report with the status on Veteran's Park. The Department of Natural Resources is now requiring even more information before they issue a permit to proceed. He said he has consulted with the City Engineer to set up'a meeting for those involved to get this problem settled once and for all. I. ~ o << Name for the New Park at Roberts Rd. Mr. Montgomery suggested we run a contest to pick a name for the park and have the City Council be the final judges on a name, with the winner of the contest being awarded a $50.00 savings bond. It was agreed that the money would come out of the Parks and Recreation budget under Promotional Activities. It was decided the Park Board would pick the five best names and then let Council be the final judge. Dr. Bazin moved that the Secretary of the Board draft a letter to the City Council asking for permission to run a contest to name the park with the winner to receive a $50.00 savings bond. Motion was seconded by Mr. Jones. Motion CARRIED 4-0. Further discussion went on as to how the contest should be run and it was decided to wait for Council's approval and final details could. be made at the January Board meeting. MISCELLANEOUS Mr. Garrett stated the Christmas decorations had been put up for this year and there was money in this year's budget for some new decorations which could be put up for Christmas 1988. He went on to give the schedule for the Christmas activities. The Puppet Show sponsored by the Library will begin at 6:30 p.m. Dec. 14. Following the Puppet Show will be the arrival of Santa Claus by fire truck at 7:15 p.m. Santa will talk to the kids, hand out candy canes and light the Christmas tree. Mr. Montgomery asked if anyone had heard from the Rotary on their plans to help with the Park Ave. property, and Mr. Garrett replied he had spoken with the President recently and they didn't have their final drawings yet, only an updated tree survey. Mrs. Pezanowski said she heard reports that kids had been beaten up at Umbrella Tree Park and wondered if we could contact the Police Depart- ment and ask them to check it more often on patrol. Mr. Garrett said he had sent a memo to the Police Dept. and spoke to some of the officers who felt it was not an ongoing problem. Mr. Garrett read the letter which was mailed out to the participating businesses and volunteers who had helped with the Halloween Party and mentioned that his Department had received two "Thank You" letters from children who attended this year. At this time Mr. Garrett passed out the packets which gave information to the members about the 5 Year Comprehensive Plan which we would be working on. .After some discussion it was decided this should be on the agenda for the January meeting and everyone could review the requirements and bring their ideas in then. There being no further business before the Board, Mr. Jones made a motion to adjourn, seconded by Dr. Bazin.
