11-04-1987 c .~ ~ \ o o CITY OF EDGEWATER PARKS AND RECREATION BOARD November 4, 1987 7:00 p.m. CITY HALL MINUTES ROLL CALL The meeting was called to order by the Chairman, Harry Montgomery, at 7:00 p.m. in the City Hall of Edgewater. Members present were: Kirk Jones, Harry Montgomery, Dr. Roland Bazin, Sue Pezanowski. Also present were David Garrett, Recreation Director/Building and Grounds Maintenance Superintendent,and Dorothy Garritty, Secretary. Jeff Ridgdill arrived at 7:05 p.m. APPROVAL OF MINUTES Mr. Montgomery called for approval of the minutes of September 2, 1987 meeting. Dr. Bazin moved that the minutes be approved, seconded by Mr. Jones. Motion CARRIED 4-0. OLD BUSINESS Playground Equipment at Menard-May Park Mr. Montgomery stated that since the last meeting the playground equipment is now in and looks splendid, adding that any time you drive by there the equipment is being used. He said that the only thing that isn't up yet is the fence. Mr. Garrett replied that a fence was going to be put up all the way around due to the danger of the equipment being close to the water and the road. Mr. Mont- gomery asked if there would be one access to get in and Mr. Garrett replied that we may put in one at each end and also there were a couple of benches to be put in yet for the parents to sit on. Mr. Montgomery noted that the volleyball area is done also. Dr. Bazin added that the newspapers had reported that the tennis courts are in negotiation. It was noted that Council had approved the bid for the tennis courts at their last meeting on November 2, 1987. New Road Through the Ballpark Members discussed the road through the ballpark and noted all the newspaper articles about it recently. Mrs. Garritty explained to the Board that she had not sent the letter to the principal of the school as they had requested because the City Clerk/Administrator had asked her not to, reason being that the Council was having discussion about it. She also stated that at the November 2, meeting of the City Council, they decided to have a meeting between Mayor Baugh, City Attorney Alvarez and Dr. Eric Smith, the Area Director for Southeast Volusia Schools, next week. Mr. Jones asked if it was a private meeting and was told that it was by Mr. Garrett. Mr. Jones was disturbed that the road was put in without any permits and Mr. Garrett replied that it was not required of the County. Mr. Jones felt that the County should have the same requirements as the City does. Mrs. Pezanowski stated that if they had been required to have permits then perhaps the road could have been stapped at that point. The Board members agreed that they should wait and see what comes out of the meeting and then go from there. NEW BUSINESS Impact Fee Monthly Report Mr. Montgomery asked for the Impact Fee Report and Mrs. Garrity replied that the monthly report from October 7, 1987 had the wrong figures and to disregard them as she had the new ones. Mr. Montgomery l\ o o ~ 'C Impact Fee Report Continued: asked what the $35, 618.00 expenditure was to Coronado Title and Mr. Garrett answered that it was for the Park Ave. property. Dr. Bazin asked how much of that was paid now and Mr. Garrett replied that all of it was. Mr. Montgomery noted that there was still a good sum of money in there, the amount being $202, 518.00 Mr. Garrett said that $119,000.00 would have to be spent very soon on the tennis, racquetball, and restroom facilities at Roberts Rd. Monthly Report At this time Mr. Garrett gave a report for September and October on the work performed by his department. This report included several classes in the Community Center sponsored by D.B.C.C., new stucco and paneling in the Code Enforcement office, new playground equipment installed at Menard Park, soccer program in full swing with about 150 kids signed up. Also this year was a new program organized by Chuck Morgan which was the Employee Fitness Week. Four teams were made up of City employees and they participated in a softball tour~ nament which was deemed a huge success by all. Mr. Garrett continued that the bids are all done on the racquetball, tennis courts, and restrooms on Roberts Rd. He explained that the slow down was due to the Indian pottery that was found on the property and he showed the members some of the pieces which had been found. An archaeologist checked out the property and decided that it was a small find and he notified John Scarry, Supervisor of Archaeological Research in Tallahassee, and Mr. Scarry determined that we could proceed with construction. Mr. Garrett concuded his report,. the highlight being the success of the Halloween party. He showed the Board members a video tape of the night's events and everyone agreed there was a good turn out and fun was had by all. At this time Mr. Montgomery made a motion to thank the volunteers who helped at the Halloween party and the merchants who donated prizes by sending them a Thank- You letter. The motion was seconded by Mr. Jones. Motion CARRIED 5- o. Mr. Garrett then stated that he had spoken to a Rotary member con- cerning the Park Ave. property. Dr. Bazin added that he had spoken to the President of the Ronary and they plan to do it right. He expressed his hope that everyone would support the Rotary at this Sunday's Meadow Bingo game which he explained in detail to the mem- bers who were not familiar to the game. Mr. Ridgdill asked Mr. Garrett what had happened with the plan to use the styrofoam pebbles around the playground equipment and Mr. Garrett said it was decided not to use it because if the pebbles were carried home on shoes, they became very slippery on floors. MISCELLANEOUS Resolution #87-R-4l Subject: Procedure for Board Appointments Mr. Montgomery read the resolution which explained the procedures for new Board appointments. Mrs. Garritty stated that the City Council had already passed this resolution and it applied to all boards. Dr. Bazin informed the Board about Bob Brown's plans for a new golf course on Rt. 1, South 66 Roberts Rd. It was expressed by all that this would be a. good thing for the City and all hoped that these plans could be pursued and not discouraged. Mr. Montgomery stated that a City Golf Course could be a real money maker and that New Smyrna's golf courses have a long waiting line. - 2- Parks and Recreation Board Minutes of November 4, 1987 ") o o MISCELLANEOUS CONTINUED: Video Tape Availability Mr. Montgomery read a memo explaining about a video tape entitled "Versatile Volusia County" which could be available to any Board who wished to review it at their meeting. It was decided that the Parks Board would like to review the video in the near future. There being no further business before the Board, Mr. Jones moved the meeting adjourn, seconded by Mr. Ridgdill.
