PARKS AND RECREATION BOARD
SPECIAL MEETING
January 15, 1987 7:00 p.m.

MINUTES
The meeting was called to order by the Chairman, Harry Montgomery,
at 7:02 p.m. in the City Hall of Edgewater.
ROLL CALL
Members present were: Harry Montgomery, Chairman; Mrs. Sue
Pezanowski; Mr. Jeff Ridgdill; Mr. Kirk Jones. Dr. Roland Bazin
was excused. Also present were: David Garrett, Parks and Recreation
Director/Building and Ground Maintenance Superintendent, and Beth
Weilenman, Reporter.
Mr. Montgomery then turned the meeting over to Mr. Garrett who then
explained to the Board that Parks and Recreation had gone out for bids
on the playground equipment, which the Board had previously agreed was
needed. He continued that some companies did not bid on everything;
some said they wanted all the order or nothing. Mr. Montgomery asked
if it wouldn't complicate matters to order from several different
companies and Mr. Garrett said yes, and that some companies stated a
special deal could be made including an $1800 discount if a complete
package was purchased. Mr. Ridgdill said it would be nice to get the
package deal. Mr. Garrett continued they are now down to four major
companies which meet their specifications or exceed them, and that
the Dominica Company, distributors of "Game Time", sent a representative
who was very helpful. The Board searched through the various catalogues
and Mr. Garrett pointed out the Dominica Company outlined the specifi-
cations and had also included copies of their insurance policies.
Mr. Garrett displayed, for inspection by the Board, several samples of
slide material and stated he had contacted a principal of a Melbourne
school who had stated they have been very satisfactory. Samples of
cable for the swings were also passed around and the Board agreed it
seemed to be very strong and durable.
Mr. Garrett then revealed a sample of a swing seat, which is a rubber
wrap-a-round with stainless steel cable running through it for safety.
Mr. Garrett also mentioned tothe Board there were three types of springs
for "Critters", little animals on springs, and that the "c" type spring
was holding up much better, especially for an unsupervised park. The
Board then studied a price list prepared by Mr. Garrett with the help
of Jack Corder and the Board spent quite a bit of time discussing the
diferent costs submitted by each company. Mr. Garrett said the
largest price difference would be in the slides and the modular play
system. He did say he wanted to point out several questionable features;
that Game Time had pointed out some of the lower bidding companies had
"catch" points on their slides which would not be as safe, and Game
Time stated they have an extra safety bar on the Fire Bar for the kids
to hang on to. Mr. Garrett said he left it optional as to whether
they wanted to put in steps or a ramp to the swinging bridge and said
some of the bigger companies seem to be the safest and of the highest
quality. As to the Modular System, M~. Garrett stated you can go with
the wooden posts, or Game Time has aluminum and are willing to offer
the pos~at a less expensive price than the the wooden posts. After
discussion of the various prices submitted by the various companies, Mr.
Riggdill asked if there was about a $3,000 difference from the lowest
to the highest bid, and Mr. Garrett said yes, but some things that are
higher are the best. Mr. Jones said we should go with the safest
and the best, and asked which company meets most of our demands.

Mr. Garrett said he hasn't really gone into all of the details and
wants to give everyone a fair shake. He also said he would like to
get this to Council before their next meeting and he did want the
Board to get an idea of the prices and what the companies are offering.
Mr. Montgomery said there is no problem going with the high bidder
because of the safety aspect. Mr. Garrett said he did want to point
out that in regard to the slide, Game Time has provided a shield over
the top of it, and they have to sit down in order to slide, which is
a very good idea. The representative of Domenica was very helpful,
Mr. Garrett stated and Domenica was the only company to send a
representative. A discussion followed as to Domenica being very
sincere and the fact they sent a representative down here is very
impressive. The Board also discussed the idea of bright colors being
attractive to the eye and agreed they would serve best.
Mr. Garrett then said he would like the Board's idea as to going along
with his ideas, and Mr. Jones stated we should be behind Mr. Garrett
in his judgment because he is looking at the safety factor and the
quality factor, and that is what we are looking at.
Mr. Jones then moved that we back Mr. Garrett on his decision as to
the best quality and safety factor, seconded by Mr. Ridgdill. The
motion CARRIED unanimously. A discussion followed as to the nearness
of these companies, with Longwood being closest, the Domenica Company.
Mr. Garrett then took a break in the meeting to show film taped
January 14, 1987, of the progress at Umbrella Tree, where some of
the new equipment will be placed. The pictures were very enlightning
and the Board was very enthused at the progress being made. There
being no further business, Mr. Jones moved the meeting be adjourned,
seconded by Mr. Ridgdill and the meeting adjourned at 8:38 p.m.
