Parks and Recreation Board
May 8, 1985
Minutes
Vice Chairman Sheridan called the regular meeting to order at 7 p.m. in
the Community Center.
ROLL CALL
Members present: Mr. "Sheridan, Mrs. Curry and Mrs. Gilchrist. Excused:
Mr. Jones. Absent: Mr. Montgomery. Also present: Mr. Garrett, Recrea-
tional Director and Mrs. Taylor, Secretary.
APPROVAL OF MINUTES
Mr. Sheridan referred to page six, first paragraph under Miscellaneous of
the April 10 minutes. He said that when he briefed the Board on the com-
putation he said it would be 30 percent, or maybe one or two percent one
way or another. It turned out to be 32 percent. He would like to have
the minutes changed to say 32 percent so that it will coincide with the
recommendation sent to Council. On the same page, fourth paragraph under
Miscellaneous, he asked that that figure be changed to the adjusted figure
of 32 percent. Mr. Sheridan also referred to page three, first paragraph
under the Comprehensive Plan and questioned the one statement, "Mr. Jones
discussed an outline which he had prepared." He wanted it clarified whether
he (Mr. Jones) had prepared the plan, or whether he had someone else do it.
He said this conflicts with the outline which says, "prepared for K. Jones."
The secretary had no answer here and suggested he talk to Mr. Jones about it.
Mr. Sheridan agreed that the 30 percent figure mentioned earlier accurately
reflected the statement made at the last meeting, except he had said, "3D
percent, or maybe one or two percent one way or another."
Mrs. Curry also referred to page two of the minutes, paragraph seven and
said she couldn't remember if she had said that the City. is liable or if
she asked if the City would be liable. Mr. Sheridan read the rest of the
paragraph and said that he assumed she was asking the question. The secretary
said she would listen to the tape again if they wished.
Mrs. Gilchrist asked if you are liable if there is no negligence involved.
She thought you would only be liable if there was negligence involved.
Mr. Sheridan said that is a legal question. This matter was discussed
further.
Mrs. Curry moved that the April 10 minutes be accepted. The motion was
seconded by Mrs. Gilchrist and CARRIED 3-0.
OLD BUSINESS
Umbrella Tree Park
Mr. Sheridan said that the street department went in about a month or so
ago and cleared a couple of areas to determine the amount of fill needed.
It hasn't been surveyed so they didn't know the exact boundary lines. A
motion was made last month to ask Council for authorization to have the
property surveyed, to get a professional land clearer in, save the trees
that they want to save, and to take a look after it has been surveyed.
The Rotary Club has not responded regarding the firming up of their offer
to put in a half-basketball court.
Mrs. Gilchrist asked if this park is just for playground or for adults who
want to just sit under a tree. Mr. Sheridan said it is going to be a com-
bination, and explained the plans for the park to Mrs. Gilchrist, who is a
new member to the Board. Mrs. Gilchrist said that the questions she has
are mostly for the disabled, because her husband is in a wheelchair. She
said they find so much is geared to the healthy, and said she would like to
see a little place where there is a picnic bench and a quiet place which is
not exposed to so many other people.
Referring again to the request for a survey of the site, the secretary assured
the members that the request would go to the Council for the next meeting.

. Scheduling Joint Meeting with the Planning and Zoning Board
Mr. Sheridan explained that a joint meeting with the Planning and Zoning
Board was requested to determine what they are doing about a Comprehensive
Development Plan. He said that the Parks and Recreation Board needs to
have some indication from that Board about the zoning and what is pro-
jected for the future. He said what is needed is an overall comprehensive
development plan for the city.
The members agreed to a joint meeting with the Planning and Zoning Board for
Tuesday, May 21 at 7 p.m.
NEW BUSINESS
Report from the Recreational Director
Mr. Garrett reported that as of May 1 there is $79,107 in the recreational
impact fee fund. The 14 acre site, including all costs, was $56,212.
Mr. Jack Corder, an employee with the Parks and Recreation Department, will
attend the Florida Tennis Association seminar which teaches how to instruct
children in tennis; it is primarily directed to the junior high age children.
The City plans to offer tennis lessons this summer.
Mr. Garrett pointed out that there is an addition being made to the building
department, and he said he would like to see a similar addition be added to
the other side of the community center. It could be used for storage or a
small recreation room.
The advertisement for bids on the b~ke path for Park Avenue has been in the
paper. One set of plans has been picked up by a contractor. Referring to
the water line, Mr. Garrett said he thought it was going on the north side
of the street. The engineer will draw up plans for the bridges.
There has been no communication from New Smyrna Beach concerning the 38 acre
tract of land on Mango Tree Drive.
Referring to the possible workout trail, he said the City Attorney is looking
into it, and they have asked the company for names of other cities who have
put in such a trail. Mrs. Gilchrist pointed out that on a workout trail
near where her parents lived they had used pine bark on the trails; the
people using the trails often turned their ankles because of this; she
suggested they consider using something else here. The location for the
trail was considered.
Mr. Garrett said that the pier at Menard-May Park was started last week.
Planning for Menard-May Park opening ceremony
A flag pole at the park was discussed. Mr. Garrett said one could be put
up temporarily.
A date for the opening ceremony was considered. Mr. Garrett suggested com-
bining it with the Fourth of July celebration. Mr. Sheridan proposed block-
ing off the streets coming in to Riverside Drive from City Hall to Menard-
May Park. People could walk down to the park without worrying about traffic.
Mrs. Gilchrist said if you closed off the street you could have a flea-market
also. The Fourth of July date was agreed to by the members; Mrs. Curry said
no plans can be made for that day until they have talked to the Fire~Depart-
mente It is their day, she pointed out. Mr. Sheridan suggested a meeting
with them.
There was some discussion regarding who should be invited to participate in
the ceremonies. Mr. Garrett explained how the Smyrna Dunes ceremony was
handled. Mr. Sheridan said that everyone involved with getting the grant
should be invited.
Mr. Garrett agreed to talk to the Fire Department concerning having the
ceremony in conjunction with their plans. It was agreed to call a special
meeting after Mr. Garrett has talked to the Fire Department.

Planning for ceremonies at Jim Hogan Recreational Park
It was explained to Mrs. Gilchrist that this is the ballpark at the
Edgewater Elementary School. It was agreed that when this park got
further along in completion Mr. Garrett would advise the mernbers,and
plans could be made at that time for dedication ceremonies.
MISCELLANEOUS
Mrs. Gilchrist commented that something needs to be done about all the
green growth on the little lakes in Florida Shores. Mr. Sheridan said
that a new pipe was being put in at one of the lakes by the public works
creWSj as soon as the water started moving the scum on top started moving
too. This problem was discussed at length. Mr. Sheridan said he would
talk to Mr. Copeland about it.
Mrs. Taylor advised that there has been no information received regarding
the property on Palmetto Street. The owner was to advise if. they had
information on the grades, drainage, etc. If they do not, we had asked
for permission to go onto the property to get this information.
There being no further business to corne before the Board, Mrs. Curry moved
for adjournment. The motion was seconded by Mrs. Gilchrist and the meeting
was adjourned at 8:25 p.m.
