CITY OF EDGEWATER
Parks and Recreation Board
January 14, 1985
Workshop Minutes
Vice Chairman Sheridan called the workshop meeting to order at 7 p.m.
in the Shuffleboard Clubhouse.
ROLL CALL
Members present: Messrs. Sheridan, Montgomery and Mrs. Begel. Mr. Jones
arrived to the meeting at approximately 7:30 p.m. Also present: Mrs.
Taylor, Secretary.
Use of Shuffleboard Clubhouse
Mr. Sheridan explained that this workshop was called because of complaints
received by individuals and groups concerning their treatment when they
had rented the facility. This being a City facility the Board is very
concerned about these reports and has invited representatives of the
Shuffleboard Club to meet and get some answers. He emphasized that this
is a fact finding meeting. M~. Garrett, ..who was present ;when the con-
frontation took place, was asked to give a:.report.
Mr. Garrett said he was first met by Mr. Buell when he arrived and was
told by him that he was having some trouble with a Mr. Muller. Mr.'Garrett
asked Mr. Buell to give his account of what happened. Mr. Buell explained
that they had scheduled the building for a tournament well in advance and
that it has always been accepted that the Shuffleboard Club has precedence
over anyone else for the use of the buildings. June Angeroth, the tourni-
ment director, needed to get into the office for access to the P.A. system.
Apparently the double scheduling of the building happened when Mrs. Wads-
worth was out of the office. Mr. Buell said he has always worked to
accommodate people who use the building whenever possible. He explained
however, that they do need to get to the water fountain and the office,
but this can be done quietly and they would not interfere with anyone
using the rest of the building.
Mr. Buell asked
German American
she tried to go
to let her in.
Mrs.
Club
into
Some
Angeroth to explain what happened the day that the
rented the building. Mrs. Angeroth said that when
the office Mr. Muller stood in the doorway and refused
of the men came to her rescue and that is how it started.
Mr. Sheridan said that it appears the conflict in scheduling gave each
group to understand that they had the full use of the facilities, and
questioned Mrs. Wadsworth about how much lead time she needed for schedul-
ing. In the last two months she has been getting the Shuffleboard Club
schedule a month ahead of time, which is adequate. She has he:
problems during the months of May thru August. Mrs. Wadsworth and Mr.
Garrett were called out on another occasion to settle a dispute,
she advised.
Mr. Sheridan said that he would advise that whenever the German American
Club is scheduled that a careful check be made to avoid a conflict with
the Shuffleboard Club. The scheduling was discussed at length - Mrs.
Wadsworth explained that some clubs schedule several months in advance.
Because the/City has a shortage of facilities some groups are scheduling
a year ahead of time.
Mrs. Begel said that the remarks that were said to have been made to
the German American people were shocking; being rude to each other will
not solve any of the problems, she commented.
Mr. Buell went on to explain what happened the day the German-American
Club was using the building, noting that when he arrived the building
had been locked. He unlocked the door and was met by Mr. Muller, who
told him to get out, and threatened to call the police, and he, Mr.
Buell went to the police station, and the girl there called Susan
Wadsworth. Mrs. Wadsworth came and calmed things down.

Mr. Buell complimented Mrs. Wadsworth on her handling of the problem
and her scheduling of the building. He said that things have been
going very good and they try to make people feel comfortable.
Mr. Montgomery said that they must come to some kind of an agreement.
Mr. Sheridan read from Resolution 178 which was drawn up in April, 1967.
which states that the building shall be used by the general public and
provides that for a period of 10 years beginning with the construction
of the building the Edgewater Shuffleboard Club shall have the first
option of dates for use of the building. Mr. Sheridan said that unless
there has been an amendment to this resolution he does not see that it
is still valid. Mr. Buell asked if he is suggesting that the Club has
no preference as to days. He discussed the beginning of the club and
how the buildings were put up. Mr. Sheriden likened this situation
to that of a builder who puts in streets and sewers, etc. and then it
is conveyed to the City. He explained that the Board has been charged
by the City to do a job and it is the governing body of the recreational
facilities and are responsible to the City Council. He stated that it
is not their wish to cause a hardship, but they have to go by the law,
and the resolution is the law. He said the only problem seems to be
the scheduling and asked how far ahead they could schedule their affairs.
Mr. Buell said that they could schedule a year ahead except for the
Volusia County and Northern District tourniments. That scheduling is
out of their hands. Mrs. Angeroth explained how the scheduling is done,
noting that they do not know until the first of October what the dates
are, but this is for just two tourniments.
Mr. Sheridan said the object is to schedule the groups so that there
is no confrontation. Mr. Buell said he would even be willing to ask
the Club members to take a vacation from shuffleboard if that happens
again. Mr. Sheridan said that the City would not permit it to happen
again, and also assured him that it is not City policy to disrupt some-
thing which has been in existence for a long time.
Mr. Buell pointed out the work done by the Club members, noting that
last year they spent over $1,000 on paint for the courts and did the
work. He estimated that they put in over a thousand manhours a year
taking care of the courts. He said the City furnished the paint and
has been very cooperative; he feels they have gotten along wonderfully
well with the City.
It was agreed that the schedules will go to Mrs. Wadsworth as soon as
possible.
Mr. Montgomery suggested that another water fountain be installed and
a partition erected to shield the door into the office so that they
would have complete access and still not interfere with a meeting being
held in the other part of the building. Mr. Buell said that that is
something which should wait until after they try the other idea, noting
that they have only had problems with one party.
All members were in agreement to wait to see how it all works out with
the more careful scheduling of the clubhouse.
Chairman Jones said he felt this would work out fine. A report will
be drafted of what has transpired and a copy will be given to
all parties involved.
Mr. Montgomery moved for adjournment, seconded by Mrs. Begel. The meeting
was adjourned at 8 p.m.
