September 12, 1984
Minutes
Chairman Jones called the meeting to order at 7:05 p.m. in the Community
Center.
ROLL CALL
Members present: Mrs. Begel, Messrs. Montgomery and Jones. Excused: Mr.
Sheridan. Absent: Mr. Richards. Also present: Mr. David Garrett,
Recreational Director and Mrs. Taylor, Secretary.
APPROVAL OF MINUTES
A motion to approve the minutes of the August 8, 1984 meeting was made by
Mr. Montgomery and seconded by Mrs. Begel. The motion CARRIED 3-0.
OLD BUSINESS
Bike path - Mr. Garrett said that the City's proposal for the bike path on
Park Avenue has been delivered to the County for their approval this date.
Councilwoman Bennington was present and advised that she has talked with
the p ople from the County and was told that after they get the plans it
will be a matter of just a couple of days to get approval.
Menard-May Park Final Plans - Councilwoman Bennington reported that the
City Engineer indicated that these plans will be complete by the end of the
week. Mr. Garrett advised that once they are received they need to get D.N.R.
and Council approval, after which it will be let for bids.
Land for City Parks - Mr. Jones explained that the Board has been trying to
locate property which will be suitable for parks. Mrs. Begel asked about
those locations which the Board did look at which belong to the_City. Mr.
Garrett discussed the map received from the School Board which provided the
count of the school-age children in specific areas. It was pointed out that
there are over 200 more children enrolled in the school this year.
Mr. Don Bennington, present in the audience, asked if anyone has considered
looking at land south of Florida Shores, in the County, for a recreational
complex. He suggested that this would probably be less costly than land
within the City.
Councilwoman Bennington reminded the members of the recreational impact fee
money, which is above $71,000 to date.
Mrs. Begel asked if Mr. Collier Clark with the Division of Recreation and
Parks was contacted about speaking to the Board members. Mrs. Taylor advised
that she has talked to Mr. Clark. He is tied up now with other committments
but will contact us about a date to speak to the Board.
CORRESPONDENCE - The members reviewed the letter from the City Clerk concerning
~oting conflicts.
JOINT MEETING - with Halloween House organizers - Mrs. Kay Bennington was
asked by Mr. Jones to take over this discussion. Mr. Garrett introduced
Mr. and Mrs. Gregory, who have offered to help with the Halloween House plans.
Mrs. Candy Janda, a guest of Susan Wadsworth, was introduced to the Board.
Mrs. Bennington said that the group had met a week ago and had determined
the types of categories - the judging contest would be for the scariest and
the most original for three age groups: age 5 and under, 6 through 12, and
age 13 and up. There will be two winners out of each group, and two overall
winners. Trophys will be given.
Mr. Garrett explained that there will be a flatbed truck in front of the
Community Center and a parade will go past the judges, prizes will be
awarded and then the Halloween House will be opened.
Mrs. Bennington noted that McDonalds have agreed to donate costumes, food
and drink, prizes and balloons for the event. They will also provide lunches
for those people setting up the props, Monday through Thursday.

Those present continued with the arrangements for the event. Mrs. Wadsworth
advised the cost of the trophys. It was noted that the school children will
do posters and McDonalds will judge them. Councilwoman Bennington said that
ten of the JayCees have volunteered to take part in the affair. The Community
Center has been reserved for three days to give time to prepare the Halloween
House. Mr. Garrett explained how the hall will be laid out.
The group agreed to continue with the plans on the following Wednesday and
will meet at the Shuffleboard Clubhouse.
MISCELLANEOUS
Mr. Jones raised the idea of having a wind surfing class sponsored by the
Recreation Department. Another suggestion was to have community dances
which would do much to bring together both the young and older people in
the community.
Mr. Garrett said that Edgewater and New Smyrna Beach soccer teams will
be playing each other.
The meeting was adjourned at 8:50 p.m.
