January 11, 1984 Regular Meeting
Minutes
Mr. Wolfe called the regular meeting to order in the Community Center at 7:20
p.m.
ROLL CALL
Members present: Mr. Wolfe, Mr. Jones and Mr. Griesse. Excused: Mr. Richards.
Absent: Mrs. Thomas. Also present: David Garrett, Recreational Director and
Joan Taylor, Secretary.
APPROVAL OF MINUTES
Mr. Griesse motioned that the minutes of the December 6, 1983 meeting be
approved; motion was seconded by Mr. Jones and CARRIED 3-0.
OLD BUSINESS
The members briefly reviewed the minutes of the December 6th meeting. Mr.
Wolfe said that regarding the 38 acres which belongs to the City of New
Smyrna Beach he has talked with Mayor Musson and felt it is doubtful if
the City of Edgewater will be given permission to use the land. He reported
that it is likely the Edgewater Fire Department will get five acres.
Concerning a Master Plan for recreation which Mr. Garrett proposes, Mr. Jones
said he will get a copy of the New Smyrna Beach Plan from Owen Davidson, to
get a format to follow, and he will work on it. Mr. Garrett said he had
a copy from another town which Ann Thomas now has.
NEW BUSINESS
Mr. Wolfe reported that the Barracuda Area Football Association had a meeting
on January 10. They have broken away from the Edgewater Association and the
New Smyrna Association. This was done after discussion with the junior high
and senior high coaches. The program will be drafted so that all children
will play in the program and will be from all areas, and will be called the
Barracuda Area Youth Football League. The practice fields are worked out:
one in Edgewater, one at the Junior High School field in New Smyrna Beach,
and the field at the New Smyrna High School.
Fundraising was briefly discussed.
Mr. Wolfe informed the Board that the Fire Department wants to know when
their tables used for bingo are going to be replaced by Oak Hill. Mr.
Garrett advised those present that he had spoken with Mayor Goodrich today.
He is going to work directly with Mayor Ledbetter. They did send a man
up to take a couple of the tables down to Oak Hill to see what needs to be
repaired. Mr. Wolfe said the Fire Department does not want repaired tables.
He said the tables are $90.00 each and can be bought at George Stewarts.
Mr. Garrett said that Mayor Goodrich had advised that he would approach
his Council and would work with Mayor Ledbetter on the problem.
Mr. Garrett reported that the City Engineer is drawing up the final plans
for Menard-May Park to be approved by City Council. When approved they will
be sent to the Department of Natural Resources for their approval. He
advised that the plans call for all of the buildings to be on the north
end of the park.
The shuffleboard clubhouse was briefly discussed. Mr. Garrett said he
has talked with Mr. Buehl and he is happy with things as they are for the
most part. Mr. Garrett said he would like some recommendations as to what
is in the lease. Mr. Wolfe pointed out that the original lease calls for
the building to be for the use and enjoyment of the general public of Edge-
water and shall not be used by anyone person or group at the exclusion of
the general public. It also calls for the .Shuffleboard Club to have the
first option or choice of dates for the use of the clubhouse for tournaments.
He felt this Wias a reasonable request, as long as the calendar is made up

ahead of time so that there will be no conflicts. He saw no problem with
the Club using it as they presently are, because they built the building
at no cost to the City. A lease for approximately a ten-year period was
discussed. It was felt that the City should maintain the buildings and
provide janitorial service and the Club should maintain the courts. and pro-
vide their own clean-up after Club functions.
It was\ reported that this month the City will learn if the tentative funds
coming from the Port Authority for the .Cit~ Port and pier have become final.
The members discussed the baseball season coming up, noting that last year
the season started the last week in March, and the T-Ball was over in May.
Tournaments started two or three weeks later. Sign-up time was discussed
for this year. Mr. Wolfe said he was not coaching this year and would be
able to assist Mr. Garrett.
Mr. Jones asked to be excused from the meeting at this time.
Mr. Griesse commented that there is still some equipment out from last
year. Mr. Norman should be contacted regarding this matter.
Charging a fee for pictures was discussed, and cost of insurance will be
ascertained.
On other matters, Mr. Griesse said that he has been asked why the City does
not have a dance for junior high aged children. A need for a movie theater
and a skating rink was also mentioned. Mr. Garrett said that once the
Master Plan is complete someone could come in and see what the population
is and what the different age groups are, and what the needs are.
Mr. Wolfe advised" that the E .A.A. meeting will be held at the Shuffleboard
Clubhouse on Tuesday, January 17, at 7 p.m.
The meeting was adjourned at 8:25 p.m.
