(..) o CITY OF EDGEWATER Parks and Recreation Workshop November 17, 1983, 8:00 p.m. Minutes Chairman Robert Wolfe called the workshop meeting to order at 8 p.m. in the Community Center. ROLL CALL Members present: Mr. Wolfe, Mrs. Thomas, Mr. Griesse and Mr. Richards. Excused: Mr. Jones. Also present: Councilman Jack Spencer, Chairman of the Planning Commission, Mr. Don Bennington, and Joan Taylor, Secretary. This workshop was called to review proposed Ordinance 83-0-20, reo convey- ance of land for parks _and open space. Councilman Spencer explained that the proposed ordinance was passed out to the City Council at their last meeting. This ordinance will supersede the present ordinance having to do with a developer giving the City 5 per cent of the land in his development for parks and recreation, or the equivalent in money. The ordinance has been contested almost every time it has been enforced. The City Attorney, together with the Zoning and Planning Commis-: I.' sions, has tried to devise a substitute ordinance which would still grant 5 per cent, or some amount of land. The new ordinance applies not only to a development, but to single family homes. Instead of being based on 5 per cent of the land, it is based on population. It only applies to new con- struction. Councilman Spencer said he had some questions as to the method of allocating the land or fee. The City Attorney had suggested calling this workshop with the Board. Councilman Spencer-said he had some questions about paragraph 3. (b) regarding the formula for conveyance of land, and wondered how the figure of five acres of land for each one thousand persons was arrived at. Mr. Bennington said he thought it came from either the County or State. He said that the City Attorney wanted the"'Board to advise what type of recrea- tion is most needed for the people in this community, and how much land it will take. Mr. Bennington said the formula 5 acres per thousand, was taken from the Long Boat Key Ordinance, which has upheld in court. First had to be determined how many people reside in a household. Mr. Bennington explained how he had arrived at the figure of 3.03 people per household. Mr. Wolfe said that this is close to the national average used by Bell Telephone Company, which is three and one third persons per family. It was noted that the trend in Edgewater is to build 3-bedroom homes instead of 2-bedroom. Referring to the type of recreation, Mr. Wolfe said that Edgewater could use at least eight tennis courts. Mr. Bennington pointed out that Edgewater does not have a marina or a golf course. Additional shuffleboard courts are also needed. Councilman Spencer noted that when the population of Edgewater reaches 10,000, using the formula of 5 acres for each 1,000 people, would work out to 50 acres. It was his opinion that this is not very much, when what the City already has is taken into consideration. There is 38 acres, part of which is still undeveloped, in the Jim Hogan Park. It was pointed out that the money received shall be used solely for the acquisition, im- provement, expansion of City parks and open space land. Those present briefly discussed the term, "Open Space Master Plan" referred to in the ordinance. Councilman Spencer commented that the City probably should develop a plan, which would be a part of the Comprehensive Plan. Mr. Wolfe expressed his approval of the ordinance. MISCELLANEOUS Christmas lighting - The secretary explained that the City Clerk recommended that the Board keep their recommendation for ornaments for this year under $1,000 and take the funds from Operating Expenses. The Board agreed with ~- Q o this plan and asked that the order for five Christmas tree pole ornaments be placed and charged to the Operating Expense fund. The Board members were informed that the City Clerk had talked to Florida Power and Light Company about taking down the old lights on U. S. 1; they have agreed to do this before the end of the month. Those present discussed plans for the Christmas tree lighting and decorating. Mrs. Thomas pointed out that the Brownies and the club in Wildwood were making Christmas tree ornaments for the tree.
