Parks and Recreation Board Regular Meeting
September 14, 1983
Minutes
Mrs. Thomas, Vice Chairman, called the regular meeting to order at 7:13 p.m.
in the conference room at City Hall.
ROLL CALL
Members present: Mrs. Thomas, Messrs. Richards, Jones and Griesse*. Absent:
Mr. Wolfe. Also present: Mrs. Taylor, Secretary.
APPROVAL OF MINUTES
Mr. Richards motioned to approve the minutes of August 10, 1983. The motion.
was seconded by Mr. Jones and CARRIED 3-0.
OLD BUSINESS
The members discussed the trees offered to the City by the Kennedy Nurseries.
Theyqgreed the trees should be accepted and used somewhere in the City. Mr.
Jones said he thought it was important to get the best landscaping possible
in front of City Hall. He would like to look around before making a recom-
mendation for a tree there. They commented that they would also like to
accept the tree from Mr. Copeland. Mr. Jones motioned that the City accept
the trees from Kennedy Nurseries and Mr. Copeland. The motion was seconded
by Mr. Richards and CARRIED 3-0.
The discussion turned to Christmas lights for the streets. Councilwoman
Gigi Bennington was present and spoke to the members about the old Christmas
lights. She said that last year they replaced the burned out lights and used
the lights that were good, but they were supposed to take them down at the
end of the season. This was not done because they didn't have a bucket truck.
*Mr. Robert Griesse arrived to the meeting.
Councilwoman Bennington suggested decorating just the street in front of City
Hall and Park Avenue to U. S. 1. It could be added to a little each year.
There was discussion of taking down the lights on U. S. 1 and salvaging that
which could be used again, and "piggy-backing" with New Smyrna Beach on an
order for additional lights.
A ten-minute recess was called for the Board members to take a look at the
location of poles around the City Hall buildings to determine how the lights
could be put up. Mr. Jones made a motion that he get together with the
Parks and Recreation Director, Owen Davidson, to see if we could get some
used decorations which could be repaired; he will advise Mrs. Taylor, and
if a special meeting in needed then one should be set up. Mr. Richards
seconded the motion, which CARRIED 4-0.
The members asked Mrs. Taylor to check with Mr. Foleno reo getting a Christmas
tree, the costs, etc.
Councilwoman Bennington spoke to the members and distributed forms for free
subscriptions to Recreation, Sports and Leisure Magazine. Mrs. Bennington
said she had talked with Mayor Musson in New Smyrna Beach regarding the
acreage west of Mango Tree Drive. She advised that they would be interested
in going in with Edgewater to develop the area for recreational purposes.
He recommended preparing a proposal of what they plan for the area and to
meet with Owen Davidson to discuss it. They briefly discussed the Fire
Department's desire to use approximately five acres of the land for their
purposes, which would include a recreational building. Mr. Jones suggested
that the members come to the next meeting with their ideas for a long-range
development program, then they could work together with New Smyrna Beach.
Mr. Richards said he was asked why Edgewater does not have a womanssoftball
team. The members felt that this would occur after the new Parks and Recrea-
tion Director is employed. Mrs. Thomas discussed the soccer program. She

said that if not enough people came in to sign up, there should be some
place where the children can play soccer. She felt that our ahtletic
director should work with the County or New Smyrna Beach to make sure
the children have an option to play somewhere else. Mrs. Thomas
questioned what the job of the Parks and Recreation Board is concerning
the running of these programs. Councilwoman Bennington said it was her
impression that the Director should be working directly with the Board.
To solve the immediate problem of what to do with the children who have
signed up, Mr. Griesse suggested that someone talk to E.J. Walker and
Owen Davidson to see if they can be worked into their program. Mr.
Richards said he felt that it should be discussed with Dennis Norman,
Recreation Director. Mr. Jones made a motion that Mrs. Thomas contact
Dennis Norman after the meeting and suggest to him that he get with E. J.
Walker, explaining that these children don't have a soccer team to see
if they can be worked into the New Smyrna Beach program. This would be
adding 60 children to their system. Mr. Griesse suggested any money
collected would be given to New Smyrna Beach, and the Edgewater people
would give any assistance they may need. Mr. Richards seconded the motion,
which CARRIED 4-0.
There was discussion of where the equipment for the ball teams should be
stored and it was suggested that an inventory should be made, and the
equipment would be signed out to the coaches, and this should be checked
when the equipment is turned back in. Mr. Griesse said he would like to
see the baseball equipment for this year returned before Mr. Norman leaves
as Recreation Director, because he knows all of the people involved.
Mrs. Thomas asked if it would be out of line to ask the E.A.A. to provide
paper toward the notices which need to be sent out. Mr. Griesse motioned
that the E.A.A. be asked to provide a ream of paper for the distribution
of notices through the school. Mrs. Thomas said this would be for soccer,
baseball and any notices which need to be sent out. Mr. Richards seconded
the motion. The motion CARRIED 4-0.
Mrs. Thomas reported that she had noticed the lights on at the ballfield
one evening, and discovered that no one hadscheduled the use of the ballfield.
Mrs. Thomas asked that the police check when patrolling at night. She felt
they should be locked when not in use.
Grants Administration Workshop
The secretary explained that the D.N.R., Division of Recreation and Parks,
is holding workshops for the purpose of providing assistance in preparing
applications for grants. Mrs. Thomas, Mr. Griesse and Mr. Jones agreed that
they would try to go to the workshop scheduled for 10 a.m. on September 27,
1983 at the Orlando Recreation Department.
On other matters, Mrs. Thomas said she has been active in trying to form a
voter awareness committee. She would be pleased to have the members of the
board help her with it. She briefly discussed the Council meeting of Septem-
ber 12 at which the Budget was approved.
Mrs. Thomas showed the Board members the Proclamation presented by the City
Council to express its appreciation for the trophy presented to the City
by the Edgewater Little Major League All-Star Team. The secretary was asked
to keep it in the file at City Hall until the recreation building at the
ballfield is erected, at which time it will be hung.
The meeting was adjourned at 8:30 p.m.
