Parks and Recreation Board Special Meeting
March 24, 1983
Minutes
Vice Chairman Wolfe called the Special Meeting to order at 7:15 p.m. ln
the Community Center.
ROLL CALL
Members Present: Messrs. Wolfe,*Richards, Jones and Bidault. E~cused: Mr.
Wyatt. Also present: Michael B. Avery, Superintendent, Parks and Recreation
Department and Mrs. Joan Taylor, Secretary. (Mr. Richards arrived at 7:45 pm)
APPROVAL OF MINUTES
Moved by Mr. Bidault and seconded by Mr. Jones to approve the minutes of
the March 9, 1983 meeting as submitted. The motion carried 3-0.
Mr. Dennis Norman was a guest at the meeting.
Mr. Jones explained that the meeting was called because Council had asked
for more detail about what the Board's plans are for the athletic director.
E.A.A. would be the funding agent for the Board.
Mr. Avery said they would be meeting with Owen Davidson of the New Smyrna
Beach Recreation Department for some help from him in setting up the recrea-
tional programs. Mr. Wolfe suggested also talking with Dave Fleming in
Port Orange regarding their program. It was agreed thctthe recreational
director would be in charge of the baseball, soccer, football, and senior
citizen programs such as bridge games, square dances, arts and crafts,
and softball games.
Some discussion was had about the assistant athletic director and what his
duties would be. Mr. Wolfe recommended that he handle all scheduling of
the baseball games and he should handle the distributing, taking back and
storing of the equipment. Mr. Bidault suggested a different system for
distribution of shirts, buying and what goes on the shirts. It should be
the Committee's responsibility to make the decisions; the director and
assistant director would follow through. If help is needed it could come
from the committee.
Discussion was held reo advertising for the part time recreational director.
The secretary was asked to have the City Clerk advertise for the position,
which pays $100 a month. The ads should run through March 30th. A meeting
will be scheduled to review the applications. Mr. Wolfe commented that he
would prefer to see an in-house employee get the position.

Mr. Bidault moved/that Council appoint a temporary part-time recreational
director until a permanent part-time recreational director is appointed, and
that Dennis Norman be put ;inth~s position, bedause he has worked with Mr.
Avery in setting up the baseball programs and has proven himself to be
capable. The motion was seconded by Mr. Jones and CARRIED 3-0.
Mr. Bidault referred to problems which have come up at the ballpark in the
past, and recommended that a Committee be set up to handle disturbances.
He recommended that a list of the committee members be made up; rules and
regulations should be listed and a copy given to each of the managers.
Mr. Avery said that there is a Committee made up of Ed Bidault, Dennis
Norman, Steve Jones, Bob Wolfe and himself. Tom Wyatt is an alternate.
Mr. Bidault moved that this Decision Committee be given the authority to
handle any problems which come up at the ballgames, and to handle all
protests, that the list of the Committee members with rules and regulations
be given to all the managers. The motion was seconded by Mr. Jones and
CARRIED 3-0. ~

Mr. Bidault said that the umpire had complete authority of the whole park
when he is there; this Committee would back up the umpire..on his decisions
and any other decisions that have to be made.
Mr. Richards arrived to the meeting. He explained that he had been at a
Rotary meeting, but was not successful in his attempt to get additional
aid from them for the football field. .
Mr. Wolfe said there is $1641 available for the baseball tr~phys and banquet.
He recommended they get back to the family-type picnic for the baseball
program. He felt there would be involvement for all the children.
There was discussion about whether Edgewater hadl.enough children to support
a football team and a flag football team. Mr. Wolfe felt there is enough
at this time. The flag football and soccer would be for both boys and girls.
Mr. Wolfe said that the tackle football is already in process of being set
up. The football equipment is stored in New Smyrna Beach at the football
field.
The meeting was adjourned at 8:50 p.m.
