Parks and Recreation Board

Because of no quorum, an informal meeting was held for the members to
meet Mr. Collier Clark of the State Recreation Department.
Mr. Wyatt, Chairman, turned the meeting over to Mr. Clark.
Mr. Clark apologized for not being able to attend the October 13 meeting.
He said that he would make an effort to be at a regular meeting in the
near future.
Mr. Clark passed out brochures which outlined the work of his department,
The Division of Recreation and Parks. His office provides a service to
local government, trying to tie everything in to the basic needs of the
State. They identify the needs and try to set goals and objectives.
His office provides a Grant program and technical assistance; he is
in an advisory capacity. He noted that they also have a landscape
architect on their staff who provides free design service. They also have
two grants coordinators.
Mr. Clark mentioned that he has a lot of information about what advisory
boards can do abd how they are set up; he will send this information to
the Board and go over it with them during his next visit. He noted that
he had added Michael Avery's name to the mailing list to receive infor-
mation from the State.
Mr. Clark said he had reviewed the grant application for Menard-May
Park and that it was complete.
He also said that since Reagan has been in office the Federal Government
has tried to do away with the Grant program entirely. The State legis-
lative said last year that to offset this, they would appropriate
$6,000,000 to the State Grant program, which is the Florida Recreational
and Development Assistance Program. This is a $3,000,000 increase over
the year before. This money comes from the documentary sur-tax. This
goes into the land acquisition trust fund. They have to wait for the
money to come in. That is why they will probably fund after the first
of the year.
The Board was advised that there could be money available for work on
the ballfields through another department of the State.
Mr. Clark went over the procedure of handling the grant. He noted that
one of the changes in grant applications is that from now on all monies
will be 50 percent matching funds, regardless of the project. The future

guidelines will be simpler to follow. Applications will be carried over
into the next year, if they are not funded the year they are filed, so
that a new application does not have to be filed.
Mr. Clark mentioned also that if the State gets the funds in, they may
have another funding session this year, under the new guidelines.
Another program planned is the Florida Building Improvement program.
It is thru the :County. The license fees from boats are eligible to
be returned to the County. They are a "holding company" for it. It is
for building projects, such as boat docks, ramps, parking and purchasing
land. The application would have to go to the County.
Mr. Wyatt mentioned that they had an application in at this time with
the Port Authority for such facilities at the City dock.
Mayor Christy said that the County officials realize that Edgewater has
never received any of this money and that now is a very good time to
apply for it.
Mayor Christy asked if the meetings at which grant applications are
reviewed are open to the public, and if the public is permitted input.
He asked Mr. Clark to let the City know when the meeting is to be held.
Mr. Clark advised that they have never had anyone set in on a grading
session before, but people have been present during the project pre-
sentation.
Mr. Clark said he would send a gifts catalog to Mike Avery which listed
items and their cost. Glften:lcitizens will"dcmate money for a specific
item.
