09-23-1982 Special '-> o CITY OF EDGEWATER Parks and Recreation Board Special Meeting September 23, 1982 Minutes Chairman Wyatt called the meeting to order at 7:00 p.m. in the Planning office of City Hall. Members present: Messrs. Wyatt, Wolfe, Herren and Stearns. (Mr. Wolfe arrived at 7:05) p.m.) Also present: Mr. Avery, Supervisor of Buildings and Grounds, and Mrs. Blazi, City Clerk. APPROVAL OF MINUTES Moved by Mr. Herron, seconded by Mr. Stearns and CARRIED 3-0 to approve the minutes of the September 15, 1982 meeting. NEW BUSINESS - Preparation of Grant Application for Menard-May Park. Mr. Wyatt explained the plans for Menard-May Park, advising that the request is for two bath houses, pavilion, barbeque and a fishing dock in a natural setting. Mr. and Mrs. Haughwout and Mr. and Mrs. Wilkenson were present and objected to the plan, and especially to installing the restrooms, as they felt it would create many problems. Some of the questions they raised were policing the park, taking care of trash and garbage and Health Department requirements, as well as deed restrictions. Mrs. Blazi said that this grant could not be used for ballparks, tennis courts, etc., but was for natural development such as parks. She said that the City did have insurance for Menard-Park and suggested that the application could be filled out and ready to go, to save time. Mr. Avery submitted the estimate prepared by Mr. Harris and pictures showing the type of facilities planned for the park. It was noted that this was a matching grant; the city would have to come up with a third of the cost. Mr. Wyatt suggested that the subject be tabled until the October 13 meeting. In the meantime Mr. Herren was asked to check with the State Health Department and the D.E.R. regarding their requirements for restrooms. Mr. Wolfe asked if postponing the discussion until Oct. 13 would put the grant in jeopardy; Mr. Wyatt advised him that we had until October 31 to apply. Mrs. Haughwout asked that the new City attorney intrepret the deed to the property. The meeting was adjourned. Minutes submitted by Joan Taylor. o I (.)
