CITY OF EDGEWATER
INDUSTRIAL DEVELOPMENT BOARD
REGULAR MEETING
THURSDAY, OCTOBER 4, 1990
7:00 P.M.
CONFERENCE ROOM, CITY HALL
Chairman Joe Martin called to order a regular meeting of the
Industrial Development Board at 7:00 p.m., Thursday, October 4,
1990, in the conference room of City Hall.
ROLL CALL: Members present were Mr. Gleason, Mr. Martin, Mr.
Richards, and Mrs. Rymsza. Mr. Koch, Mr. Baldwin, and Mr. Hanson
were excused.
APPROVAL OF MINUTES: There were not enough members present
from the August 2, 1990, and September 6, 1990, meetings to
approve the minutes. They will be scheduled for the November
meeting.
Mr. Bill Gleason was welcomed to the Board.
CONTINUED BUSINESS:
Eaqle's Nest: Mr. Martin stated that according to correspondence
dated September 12, 1990, from Frank Montalbano of the Florida
Game and Fresh Water Fish Commission, it appears there is just a
small area in the PID that will be restricted as far as
construction is concerned, because of the Eagle's nesting season.
Brochure: Mr. Martin stated that Mrs. Brewer of Brewer Printing
had sent over various estimates for the brochure depending on the
paper and ink selected. After reviewing the various papers and
inks available, the members decided they would like to see the
various types of paper with printing on them, instead of smeared
ink at the November meeting.
Mr. Martin informed the members that all the requested
photographs/slides were in. He added that photos still need to
be taken of Tropical Blossom, Edgewater Machine and Fabrication,
and Bethune Cookman College. Mr. Baldwin is to take the photos
of the local facilities, and Mr. Martin is to do the college.
The photos and slides received were passed around for the members
to review.
Mr. Martin gave a brief synopsis of what the purpose of the
brochure is for Mr. Gleasons benefit.

Mrs. Rymsza stated the breakfast for Industrial Appreciation Week
went very well, but the turn out was not as good as they had
hoped for. It was noted that Mr. Hanson, Mr. Koch, Mr. Richards,
and Mrs. Rymsza attended.
Mr. Gleason gave the members a brief history of his background.
He graduated from the University of Buffalo in Business
Administration. He owned and operated a trade/technical school.
In 1988 he moved to construction. He is currently the vice
president of Unity Builders. He is married and has three (3)
children. He stated that he has expertise in dealing with
bureaucracy from his trade/technical school experience.
Mr. Martin stated that he had spoken to Mr. Karet, Planning and
Zoning Director, regarding industrial parks. Mr. Karet had
informed him that cities do not get their money from placing
infrastructure, but it comes from the residential growth (tax
base and utility usage) from the employees of industry. Mr.
Gleason agreed with Mr. Karet's statement, and believed that
three (3) years from now residential building will be almost at a
standstill. He added that concurrency will make the cost of a
subdivision very expensive. The members agreed that the city
needs to entice industry into the area in order for the city to
survive.
