INDUSTRIAL DEVELOPMENT BOARD
REGULAR MEETING
THURSDAY, JUNE 7, 1990
7:00 P.M.
CONFERENCE ROOM, CITY HALL
Chairman Joe Martin called to order a regular meeting of the
Industrial Development Board at 7:00 p.m., Thursday, June 7,
1990, in the conference room of City Hall.
ROLL CALL:
Members present were Mr. McClain, Mr. Koch, Mr. Martin, Ms.
Rymsza. Mr. Hanson arrived at 7:04 p.m.. Mr. Richards and Mr.
Baldwin were excused. Also present was Mr. Britt Bochiardy,
Director/Office and Industrial Sales, Charles Wayne Properties,
Inc., who arrived at 7:10 p.m., and Beverly Kinney, Secretary.
APPROVAL OF MINUTES:
The minutes of March 22, 1990 were presented for approval. Mr.
Koch moved to approve, seconded by Mr. McClain. Motion Carried
4-0. (Mr. Hanson had not yet arrived).
CONTINUED BUSINESS:
Mr. Martin stated that he had received copies of two letters from
the county to Daytona Beach Community College (DBCC) regarding
possible impacts the eagle's nest will have on any future
development. He stated that there would probably be no
construction of any kind during the breeding season (October 1st
to May 15th). Mr. Martin added that there would probably not be
any heavy industrial development permitted in a 1,200 foot radius
of the nest, but more information is expected from the U.S. Fish
and Wildlife Service.
Mr. Britt Bochiardy Possible Impacts From EaQles Nest Located
Near P.I.D. Property: Mr. Bochiardy informed the members that
the Department of Natural Resources (DNR) has a 1,500 foot area
around the nest that is a primary buffer which will not allow any
type of construction. The secondary buffer is determined on a
case by case basis (depending on the use requested). Mr.
Bochiardy stated that structures will probably have a height
limitation of approximately 20 feet so the eagle's flight path
for feeding is not disturbed. He added that DNR still has to
classify the extent of the feeding grounds which are to the south
and east of the nest.
Mr. Bochiardy stated that federal law requires that the eagle's
nest must be abandoned for at least 7 years prior to any
development in the primary buffer.
Pamphlet: Mr. Bochiardy stated that the biggest flaw in the
brochures he has seen is that they are geared toward tourists
instead of business. He suggested using photos of companies that
are well known such as Chushman, Tropical Blossom Honey, and
Coronado Paint.
Mr. Bochiardy believed the city should take advantage of the fact
that they have a built in "incubation program", because new
businesses can start in the B-2 zoning district and move to the
industrial zoned properties as they expand.
There was discussion regarding the fact that small businesses
seem to be "spin offs" because they produce materials for larger
industries.

DISCUSSION ITEMS:
Mr. McClain stated that he had recently read an article in the
News and Observer about a person who had a product to sell, but
needed financial backing. Mr. Bochiardy stated that there are
venture capital groups who provide the necessary financial
backing. He added that the group will generally work with a
local industrial or business development board to decide will
receive funding.
Fire/Rescue Chief Bill Vola arrived at 7:40 p.m. Chief Vola
stated that he realizes that without industry the city would
become a "bedroom" community, and he came to reassure the members
that his department wants to work with the various boards to be a
resource to the members.
